TURNAT

To define a medium-long term strategy to support the development of the entire Trentino protected areas system (Parks and Networks of Reserves), integrating and activating synergies between biodiversity protection, tourism and agriculture.
The ultimate goal is the tourist enhancement of natural environments as a key to local sustainable development, which in turn becomes a strategic pillar for the conservation of the territory's natural assets and biodiversity.

General information

The project, conceived as a participative process and based on the responsibility of the actors involved, aims at operationalising the visions contained in the Europe 2020 objectives, in the PUP, in the PASSO, in the Provincial Guidelines for Tourism and Forestry, in the Alpine Convention and in the UNESCO Dolomites Strategy for Sustainable Tourism. It was born within the LIFE+ TEN project.Action C.4 provided precisely for the activation of a working table to define conservation measures in the future RDP and sustainable tourism policies.

The strategy proposes to respond to an ever-growing tourist demand for naturalness and authenticity, to disseminate a sustainable approach to tourism development in Trentino by enhancing the cultural and natural heritage, and finally to foster development by integrating the system of protected areas with economic activities, first and foremost tourism and agriculture.

Starting from the initiatives already underway in the territories, the project therefore set out to activate and support forms of local development in a participatory and sustainable manner. The aim was to systematise a provincial offer of authentic, accessible, slow, natural and usable tourism throughout the year, meeting the needs of those tourist flows with a strong environmental sensitivity and interested in discovering the uniqueness and specificity of Trentino's natural and cultural biodiversity.

The Autonomous Province of Trento was supported in its implementation by TSM - Trentino School of Management.

Goals

  • to disseminate a sustainable approach to the tourism development of Trentino territories and to the management of tourist flows (in a spatial and temporal sense)
  • enhancing the natural and cultural heritage in an innovative way and favouring synergies between tourism, agriculture and the protection of biodiversity;
  • encourage the conscious, balanced and sustainable use and enjoyment of these heritages;
  • reduce conflicts concerning the use of resources in the context of tourism, culture, agriculture and the aspirations of local communities in areas of high natural and cultural value
  • activate experimentation in the field of tourism related to governance, product innovation, deseasonalisation and synergies with the agricultural sector

Work Packages

The strategy is divided into the following three interdependent strategic axes.

A. SUSTAINABLE TOURIST OFFER
The strategy identifies a number of axes of action to design and develop a coherent and organic tourist offer under the banner of sustainability and quality. The objectives are to reduce negative impacts and guarantee tourists an authentic experience by protecting the environment and the liveability of places while stimulating local economies.

The tourism market is showing signs of interest in offers related to sustainability and nature. Nature is no longer simply a backdrop for setting dream holidays, but is increasingly the protagonist of the holiday, becoming an integral part of the territorial tourism product.

A.0 Sustainability
Reducing impacts and ensuring quality

A.1 Timing
Diversifying to deseasonalise

A.2 Slowness
Slowing down the pace

A.3 Authenticity
Culture of welcome and territory

A.4 Naturalness
Being well in nature

A.5 Accessibility
Usability and mobility

B. INFORMATION AND COMMUNICATION

Promoting effective information to both supply and demand in order to communicate the uniqueness of the natural and historical-cultural heritage, conveying the distinctive values of each area and thus encouraging correct behaviour on the part of tourists.

B.1 Internal communication
Information & Training

B.2 External communication
Co-ordinated promotion

B.3 Improving information retrieval and booking methods linked to mobility

C. GOVERNANCE

The implementation of the actions contained in the previous strategic axes are necessarily linked to the available resources and effective collaboration between all stakeholders, local and provincial, public and private. It is essential to ensure innovative multi-level governance that enables the strategy to be effectively implemented.
The definition of effective and efficient governance through the involvement of the various stakeholders is crucial to enable the development of a genuinely territorial integrated tourism product.

C.1 Systematic activation of participative and collaborative processes at provincial and territorial level

Monitoring

The implementation of the Turnat strategy saw two different levels:

  1. Development of tourism products linked to Trentino's biodiversity
This was done through Product Workshops: 8 territorial workshops and more than 140 operators involved in 4 months), to identify transversal motivations and interesting niches
  2. Development of the Disciplinary and Sustainability Mark for accommodation facilities
Interdepartmental work: Tourism Service, AAPPSS, tsm, APPA, ASAT, Trentino Marketing

One of the most important tools for implementing the TurNat strategy was the certification of protected areas with the European Charter of Sustainable Tourism, drawn up by Europarc Federation.
