Network of digital facilitation services

Mission 1 – Component 1 – Investment 1.7.2

Establish a network of 22 contact points across the province to facilitate the development of citizens’ digital skills in line with the European Digital Competence Framework for Citizens

General information

The activities that characterise the digital facilitation centres and which are based on the European DigCompframework are:

  • support generally provided by appointment at a service desk
  • online self-paced training
  • group training (in person and via online channels) through micro-courses designed to help solve practical problems.

Facilitators at the support centres will deliver personalised teaching using a range of synchronous and asynchronous tools, specifically:

  • concepts are learnt primarily through self-directed learning
  • what has been learnt is applied in person through ‘learning by doing’ processes.

Users will be empowered and made aware of the following topics:

  • use of the internet and digital technologies
  • use of the main digital services provided by public bodies and made available online
  • use of the main private digital services: for example, those relating to video conferencing, email, social media and instant messaging apps.

Half of the 22 centres in Trentino will be set up at the local offices of the Autonomous Province of Trento, and the other half at libraries or municipal bodies, through a collaboration agreement between the Province and the Consortium of Trentino Municipalities. The scheme is designed to cover all the valley communities in Trentino:

  • Val di Fiemme Local Community (2 centres),
  • Primiero Community (1 centre),
  • Valsugana and Tesino Community (1 centre),
  • Alta Valsugana and Bersntol Community (1 centre),
  • Valle di Cembra Community (1 centre),
  • Val di Non Community (2 centres),
  • Valle di Sole Community (2 centres),
  • Giudicarie Community (2 centres),
  • Alto Garda and Ledro Community (2 centres),
  • Vallagarina Community (2 centres),
  • Fascia General Community (1 centre),
  • Magnifica Community of the Cimbri Highlands (1 part-time indoor centre),
  • Rotaliana-Königsberg Community (1 centre),
  • Paganella Community (1 centre),
  • Valle dei Laghi Community (2 centres),
  • Val d’Adige region (1 centre).

Each centre will provide at least 20 hours of facilitation per week to the public. Each centre will have two facilitators trained through a dedicated programme, and a team of at least seven additional facilitators will operate on a mobile basis, supporting both the permanent centres and covering outlying areas through specific facilitation sessions for the territories furthest from the centres.

The project envisages the opening of the first 16 centres within the first year of operation and a further 6 the following year.

Goals

To ensure that the population is competent and self-reliant in using the internet and digital services provided by the private sector and the public administration.

To ensure that 70 per cent of the population has at least a basic level of digital skills.

To achieve, by the end of the project, the final targets of the initiative: 17,000 individual citizens supported and 22 support centres opened.

Measure 1.7.2, Mission 1, Component 1 of the PNRR is designed asa systemic and long-term initiativeto effectively supportthe digital inclusion of citizens by developing theirbasicdigital skillsas defined in the European DigComp framework.

Monitoring

Project progress monitoring is managed by the national monitoring system – REGIS – provided by the Department for Digital Transformation of the Prime Minister’s Office.

During 2023, 13 digital support centres were opened, listed below in order of opening:

  • Rovereto – Provincial branch office
  • Malé – Provincial branch office
  • Cavalese – Provincial branch office
  • Tione di Trento – Provincial branch office
  • Trento – Provincial information centre
  • Primiero – Provincial branch office
  • Borgo Valsugana – Provincial branch office
  • Pergine Valsugana – Provincial branch office
  • Riva del Garda – Provincial branch office
  • Pozza di Fassa – Provincial branch office
  • Ala - Town Hall
  • Arco - Town Hall
  • Comano Terme - Town Hall

In 2024, a further 10 service points were opened:

  • Arco – Emmert Library
  • Cles
  • Pergine Valsugana – Job Centre
  • Trento Nord – Land Registry Building
  • Trento Centre – Casa Moggioli
  • Trento Nord – Job Centre
  • Vermiglio - Municipal Library
  • Trento – Vehicle Registration Office
  • Aldeno – Municipal Library
  • Trento – Health Services Authority (Trento South)

In 2025, two further centres were opened at the Public Relations Office of the Municipality of Trento and the Municipality of Mori respectively, bringing the total number of digital support centres to 24.

A total of 53 digital facilitators work at the centres listed. All staff have completed an initial training course offered by the Department for Digital Transformation and are currently undertaking specific training in the DigComp framework.

By mid-October 2025, two months ahead of the 31 December deadline, the target of 17,000 citizens assisted had been reached. This enabled the Province to join the Fund for Technological Innovation made available to ‘exemplary’ regions and autonomous provinces by the Department for Digital Transformation of the Prime Minister’s Office.

In 2026, the digital support network was streamlined, whilst optimising both the organisation of the service and the deployment of support staff. To ensure an increasingly consistent presence in outlying areas, the Trento Centro centre (Casa Moggioli) was closed and three new centres were opened in the municipalities of Volano, Avio and Besenello, applying a model of local service points operating on designated days. There are now 26 active centres.

As at 30 June 2026 (the project’s expiry date set by the PNRR), 23,483 citizens had been assisted, with a total of 28,072 services provided.
