Provincial Web Portal System

The main objective is to create a new institutional portal that will make it easier for users - citizens, businesses, other public administrations - to find and consult the information they need to access the Province's services, as well as news, notices, documents, data and more.
The project stems from

• two institutional agreements signed by the Provincial Council in 2020 with the Consortium of Trentino Municipalities, the company Trentino Digitale and the Department for Digital Transformation of the Presidency of the Council of Ministers;

The collaboration on the territory formalised with the agreements took the form ofthe use of the same website model by different bodies (Municipalities, APSS), starting from the one provided by the national portal Designers Italia and adapting it according to the specific needs of the body.

1. Create a new institutional portal that will act as an aggregator of most of the information provided by the Province's institutional web channels and constitute the first point of access to this information for users.
2. Create in the new institutional portal a catalogue of public services in which all provincial procedures involving a request by a user and the provision of an output by the PA must be progressively filed and published: contributions, authorisations, information, etc.
3. Adapt the design, information architecture and data management of the provincial portals to the standards envisaged by the AGID design guidelines for PA websites and digital services, the AGID guidelines on the accessibility of IT tools, the National Catalogue of Semantic Data and the Guidelines on the Technical Interoperability of Public Administrations.
4. Structure and publish the portal contents in open data mode, making them reusable by other parties and integrable with the systems of other public bodies.

• December 2020: described 50 public services to users using the information structure, aligned to national semantic standards, offered by the institutional portal.
• July 2021: publication of the new institutional portal adapted PA design system by Designers Italia, accompanied by the accessibility declaration for AGID and a site quality reporting tool for users.
• October 2021: migration of the first thematic sites to the new institutional portal completed.
• November 2021: Implementation of the new provincial staff directory and office guide in the institutional portal.
• January 2022: first usability analysis of the institutional portal was carried out, using traffic data from Web Analytics Italy and reports received from users.
• December 2022: new information class was created, aligned with national semantic standards, which allows the Province's projects to be described on the institutional portal; the declaration of accessibility of 10 provincial thematic websites was sent to AGID, at the same time resolving some critical issues detected.
• March 2023: the new portal of the Provincial Environmental Protection Agency (APPA) was published using the PA design system developed by Designers Italia.
• May 2023: launch of the 'Citizens and Digital Enterprises' (CID) project, which absorbs the main activities related to the web portal system.
• December 2023: Declaration of accessibility of a further 10 provincial thematic websites sent to AGID.
• December 2024: Further critical accessibility issues of thematic websites still online resolved. Declarations of accessibility of 30 provincial websites and web portals sent to AGID and published.
• June 2025: Thanks to the 'Cittadini e imprese digitali' project, the new version of the institutional portal was published, created using the components of the '.italia' design system and the results of user testing carried out in 2024. Completed the migration of most outdated thematic sites to the institutional portal.
