Description
A fuel distribution installation for private use is understood to be a unitary complex, installed at the company's premises or in quarries and/or construction sites, consisting of one or more underground or above-ground tanks to be used exclusively for the supply of automotive fuel required for the operation of the individual company's vehicles and motor vehicles.
The start-up of this type of fuel distribution plant is subject to different requirements depending on the total theoretical capacity of the tanks used.
For capacities of up to 10 theoretical total cubic metres (mc), start-up is subject to the simplified procedure consisting of the submission to the competent office of a Certified Declaration of Start-up Activity (hereinafter SCIA for brevity). For a theoretical capacity exceeding 10 cubic metres, on the other hand, prior authorisation must be obtained from the Province.
Restrictions
In the case of plants larger than 10 cubic metres, before submitting the application, a favourable opinion must be obtained from the Fire Prevention Office (for information contact tel. 0461.492202)
Please note that the SCIA must be submitted once the plant has already been installed and is ready for operation, before the first filling with fuel, and can only be used once the professional's certification has been sent. The authorisation, on the other hand, must be applied for before the plant is built (it is an essential act for applying for a building permit).
The applicant must always be in possession of at least one vehicle in exclusive use of the company/public administration.
The applicant company, if newly established, must already be registered in the trade register and have started business.
An administrative sanction of between €1,000 and €6,000 shall be imposed on any person who installs and operates a motor fuel distribution activity for private use or totally restructures it in the absence of the prescribed authorisation or the notification of commencement of activity in the case of installations of up to 10 cubic metres.
Please refer to the regulations for all other cases in which penalties are provided for.
