Shops that carry out the activity of retailing foodstuffs and basic necessities or of public exercise and that, alongside their main activity, also provide accessory services (so-called multi-service activities) useful to the local population, in localities that would otherwise lack commercial services of the same type, can apply to the Province for the start-up premium, which, for applications to be submitted in 2026 only, is €30,000.00. Those who start their business in the calendar year preceding the year of submission of the application in a locality where there were no establishments of the same type for more than one year from the date of the start of business of the commercial establishment applying for the setting-up premium are eligible for the premium. Fifty per cent of the setting-up premium is paid once the granting measure has been enforced, and the remaining 50 per cent after one year from the date of adoption of the same measure, subject to verification of the continuation of the multi-service activity.
Before starting the multi-service activity, the enterprise is obliged to display the relevant sign outside the local operating unit concerned in order to be eligible for the grant.
Food and basic necessities retail businesses must deal with the minimum assortment required by Art. 1 of the criteria.
Multi-service activities are the following
- services provided in agreement with public bodies;
- free assistance service for telephone or on-line booking of specialist medical examinations for the benefit of applicants;
- free medical report printing service and assistance in accessing the citizen's medical record 'Three Cs' for the benefit of applicants;
- free delivery point service for medicines sent in a registered sealed envelope from pharmacies operating in neighbouring centres;
- free centre service for the collection and subsequent dispatch of correspondence in built-up areas without a post office, subject to a special agreement with the postal service provider;
- payment services (car tax, utility bills, etc.);
- free home shopping delivery service in the locality where the local operational unit of the business establishment operates;
- ATM service;
- sale of fresh and/or frozen, preserved, prepared, packaged meat;
- free Internet access service via Wi-Fi network that can be used with user-owned peripherals;
- free over-the-counter parcel pick-up service in the presence of staff;
- telephone top-up service for at least two of the main mobile phone operators;
- sale of daily newspapers and magazines;
- free internet browsing service and access to electronic mail via a PC workstation; free telefax and photocopying service open to the public;
- sale of at least ten references of organic and/or coeliac products;
- sale of at least ten references of Trentino and/or fair trade products;
- bicycle hire service (electric and/or muscle);
- free battery charging service for electric bicycles.

Multi-service activities carried out without prior display of the sign outside the point of sale will not be facilitated.
