Description

Shops that carry out the activity of retailing foodstuffs and basic necessities or of public exercise and that, alongside their main activity, also provide accessory services (so-called multi-service activities) useful to the local population in localities that would otherwise lack commercial services of the same type, may apply to the Province for the setting-up premium of Euro 29,000.00. Those who start their business in the calendar year preceding the year in which the application is submitted in a locality where there were no establishments of the same type for more than one year from the date of the start of the business activity of the commercial establishment requesting the setting-up premium may benefit from the premium. The setting-up premium is paid, subject to the cash availability of the structure responsible for Commerce, 50% once the granting measure has been executed and, for the remaining 50%, one year after the date of adoption of the same measure, subject to verification of the continuation of the multi-service activity.

The multi-service activities are the following

  1. services provided in agreement with public bodies;
  2. free assistance service for telephone or on-line booking of specialist medical examinations for the benefit of applicants;
  3. free service for printing medical reports and assistance in accessing the citizen's medical record "Three Cs" for the benefit of applicants;
  4. free delivery point service for medicines sent in a registered sealed envelope from pharmacies operating in neighbouring centres;
  5. free centre service for the collection and subsequent dispatch of correspondence in built-up areas without a post office, subject to a special agreement with the postal service provider;
  6. payment services (car tax, utility bills, etc.);
  7. free home shopping delivery service in the locality where the local operational unit of the business establishment operates;
  8. ATM service;
  9. sale of fresh and/or frozen, preserved, prepared, packaged meat;
  10. free Internet access service via Wi-Fi network that can be used with user-owned peripherals;
  11. free over-the-counter parcel pick-up service in the presence of staff;
  12. telephone top-up service for at least two of the main mobile phone operators;
  13. sale of daily newspapers and magazines;
  14. free internet browsing service and access to electronic mail via a PC workstation; free telefax and photocopying service open to the public;
  15. sale of at least ten references of organic and/or coeliac products;
  16. sale of at least ten references of Trentino and/or fair trade products;
  17. bicycle hire service (electric and/or muscle);
  18. free battery charging service for electric bicycles.

Restrictions

Multi-service activities carried out without prior display of the sign outside the point of sale will not be facilitated.

Who it's for

In order to qualify for the subsidy, the enterprise must have displayed outside the business for which the subsidy is requested the distinctive sign of the multi-service activity and meet the following requirements

  • be registered in the Trento Companies Register
  • have its registered office and/or local operating unit in the provincial territory
  • have no pending bankruptcy proceedings;
  • a turnover for the financial year referring to the last financial year closed on the date of submission of the application of no more than Euro 591,560.00;
  • AWUs (Annual Work Units) not exceeding 2.5, excluding proprietors, family workers and apprentices
  • the sales and/or administration area between 50 and 300 square metres
  • daily opening hours of at least 3 hours for at least 6 days a week, or 5 days, of which at least one must be open both in the morning and in the afternoon for a total of at least 6 hours divided between morning and afternoon
  • not have gaming machines pursuant to Article 110(6) of RD 773/1931 and LP 13/2015
  • be located outside historical trading locations.

The locality in which the business is located must then meet these requirements

  • have a minimum of 100 inhabitants (only in the case of contributions for particularly disadvantaged localities minimum of 5 and maximum of 100 inhabitants)
  • have no other establishments of the same type
  • be at least 3 km by road from any other business of the same type, except in the case, previously certified by the competent municipality, where the other business of the same type is located less than 3 km away, but in an isolated position with respect to the built-up area
  • have an altitude of at least 500 m, except for specific and justified situations of isolation or peripherality, previously certified by the competent municipality (only in the case of aid for particularly disadvantaged localities altitude of at least 800 m).

The application, bearing a revenue stamp and duly completed and signed, may be submitted

  • electronically to the certified electronic mail (PEC) box of the Department of Commerce
  • by direct delivery to the Department of Commerce or to the assistance and information desks provided for in Article 34 of Provincial Law No 23 of 30 November 1992 ("Provincial Law on Administrative Activity").

  • the declaration in lieu of affidavit "de minimis" and/or "de minimis SGEI" aid;
  • the information notice pursuant to Articles 13 and 14 of EU Regulation No 679 of 2016;
  • any attestation from the competent municipality certifying the isolated location of the commercial establishment(s) that is/are less than 3 km from the applicant commercial establishment and/or the situation of isolation or peripherality of the applicant commercial establishment (the operational units that provide SGEI activities have already provided the attestation at the time of assignment)
  • Any copy of the conventions for business units carrying out certain multi-service activities (business units providing SGEI activities have already provided the conventions at the time of assignment).
