Once the necessary checks have been completed, APIAE informs the enterprise of the expenditure accepted for aid and the contribution due.

The company will have to access the IT platform in order to send the request for settlement with a 2.00 euro revenue stamp and confirm the amount of the eligible expenditure and the contribution.

Description

ERDF grants to support companies investing in the construction of photovoltaic installations, combined with storage systems, aimed at increasing production from renewable sources.

Eligible initiatives

The company may apply for the grant, either under the exemption regime or the de minimis regime, as follows

1. for applications of any amount, under the exemption scheme, for the following initiatives:
(a) supply and installation of new photovoltaic systems with peak power (P) from 15 kW up to 1000 kW
In addition:
(b) storage system with a maximum eligible expenditure of 800 €/kWh
c) technical expenses relating to the intervention in question (design, works management, consultancy, testing, etc.) up to a limit of 10% of the total eligible expenses for the implementation of the intervention

2. for applications for an amount of eligible expenditure exceeding €200,000, under the de minimis regime, for the following initiatives
a) supply and installation of new photovoltaic systems with peak power (P) from 15 kW up to 1000 kW
In addition:
(b) storage system with a maximum eligible expenditure of €800/kWh
c) removal and disposal of asbestos cement roofing up to the limit of 20 €/sq.m.
d) technical expenses related to the intervention in question (design, work management, consultancy, testing, etc.) up to a limit of 10% of the total eligible expenses for the realisation of the intervention
e) charging stations for electric vehicles

Attenzione!

Check point 9 of the notice (LINK TO THE NOTICE) the timing of the implementation of the initiatives, also in relation to the chosen scheme.

Verify at point A1.2 the details of the eligible expenses and the relevant expenditure limits.

Contribution measure

The contribution that the company can obtain is

  • for applications of any amount, under the exemption scheme, the contribution measure on the eligible expenditure and according to the size of the enterprise is as follows
    • SMALL AND MEDIUM-SIZED ENTERPRISE (SME): 40%
    • LARGE ENTERPRISE: 30%
  • for applications for anamount of eligible expenditure in excess of € 200,000, under the de minimis regime, the contribution rate on eligible expenditure is as follows:
    • 40%

From 7 February 2024, the de minimis contribution is granted under the new Regulation 2023/2831. Until 30 June 2024, the contribution may be granted under the old Regulation 1407/2014 as amended only if more favourable to the applicant in terms of aid ceiling.

Restrictions

Special rules apply to accounting, traceability, payment and reporting of expenses incurred. Please check these aspects in Annex 4 of the notice (LINK TO THE NOTICE).

In return for the contribution received, the enterprise must also comply with a number of obligations, including

  • to comply with the deadlines for the start-up of the initiative admitted to the contribution, its implementation, conclusion and reporting;
  • not to dispose of, transfer or in any way divert from their intended use until the conclusion of the initiative and in the following 5 years the assets covered by the grant.

Further constraints are defined in Annexes 5 and 6 of the notice (LINK TO THE NOTICE) which refer to further obligations of the beneficiaries as well as to information, monitoring and publicity obligations related to the financed interventions.

Attenzione!

In the event of partial implementation of the project, the contribution is proportionally reduced on the basis of the eligible expenditure recalculated during reporting. However, in the event of a reduction in the power of the photovoltaic plant of more than 10% with respect to the planned power, the grant shall be forfeited.

Who it's for

Small, medium and large enterprises, identifiable as:

  • companies, network contracts, consortia with external activity, registered in the Companies' Register and with registered office and operational headquarters in the territory of the Province of Trento or with an operational unit active in the provincial territory
  • undertakings, network contracts, consortia with external activity, with registered office and place of business outside the Province of Trento, but with an operating unit active in the province before the aid is granted

Access requirements

To be eligible for aid, the company must

  • have one of the ATECO codes indicated in Annex 8 of the notice "Elenco codici ATECO" (LINK TO THE NOTICE);
  • have an energy diagnosis in accordance with UNI CEI EN 16247, drawn up by a qualified technician enrolled in the professional register, declared to be compliant with the minimum criteria contained in the same technical standard and able to identify opportunities for energy improvement/savings and/or the reduction of climate-altering emissions in relation to the installation of photovoltaic panels
  • undertake to remove any asbestos cement roofing;
  • not be in liquidation (including voluntary);
  • not be a company in difficulty within the meaning of Regulation (EU) No 651/2014;
  • not be a company included in Annex 9 (see provisions of G.P. Resolution no. 982/2023).
Evaluation criteria

Grant applications will be assessed by means of a counter evaluation procedure.

The criteria by which eligibility for assistance will be verified are: general formal eligibility criteria, general substantive eligibility criteria, specific substantive eligibility criteria, assessment criteria and award criteria.

Attenzione!

The evaluation criteria and the bonus criteria attribute a score to the initiative on the basis of which the maximum amount of expenditure eligible for assistance will be determined. Check point A1.2 of Annex 1 of the Notice (LINK TO THE NOTICE) the maximum expenditure limits.

  • Delegate

What to do

Application submission and deadlines

To apply for the grant, the company must submit an application via an IT platform.

To submit an application, it is necessary to be in possession of the Public Digital Identity System (SPID).

Attenzione!

Only one application may be submitted. In the case of applications for the installation of more than one photovoltaic system, the maximum power allowed for the same will be calculated by counting the sum of the peak kW of each system.

 
TERMINI PRESENTAZIONE DOMANDE

Applications may be submitted via the platform from 14:00 on Monday 4 July 2022 until 12:00 on Wednesday 31 January 2024 (deadline extended by Resolution of the Provincial Council no. 2430 of 21 December 2023).

Any technical problems related to the use of the platform must be reported to

  • declaration by a qualified technician registered with the professional association of conformity of the energy diagnosis with the minimum criteria contained in UNI CEI EN 16247 (mandatory attachment)

Investment Reporting

The reporting of the facilitated initiative must be made through an IT platform by accessing the SI-FESR platform in the "Digital Channels" by clicking on the"Login to the SI-FESR Trento portal" button. For the compilation you can refer to the Manual for the online compilation of the REPORTING ERDF Notice n. 2/2022 - SI-FESR platform available in the Documents section at the bottom of this page.

In order to be able to report the subsidised investment, the following documentation is required

  • plain copy of invoices or equivalent documents, showing, in the appropriate field, the CUP or identification code communicated;
  • plain copy of the bank transfers, showing the number and date of the invoice subject to payment
  • copy of any receipted F24 form;
  • documentation proving a legally binding commitment to carry out the investment (e.g. order confirmations, contracts), in the case of exemption relief only;
  • final summary report of the intervention signed by a qualified technician enrolled in the professional roll, in accordance with the facsimile;
  • plain copy of any declaration of commencement of works submitted to the Municipality;
  • plain copy of any declaration of completion submitted to the Municipality;
  • eventual deed of incorporation of the Renewable Energy Community (CER), provided for in Article 31 of Legislative Decree 199/2021
  • any declaration of a qualified technician enrolled in the professional register certifying the complete use of the roof and/or its unsuitability, only in the case of installation of the photovoltaic system on the facades and appurtenances and if not attached at the time of submission of the application.

The fillable pdf files must be converted into a static version before being digitally signed.

The documentation to be attached can be digitally signed. Alternatively, it can be signed by hand, attaching a copy of an identity document.
