General information
The consortium PilOTs for European digiTal Identity wALlet - POTENTIAL for Digital Identity brings together 19 EU countries plus Ukraine represented by their national ministries and more than 140 public and private partners and aims to develop reliable electronic identity tools for accessing services, affixing qualified electronic signatures and submitting certificates/certificates and medical prescriptions in a national and cross-border context.
A total of 6 use cases will be tested in different countries:
- eGov services - Enabling citizens to use online administrative procedures by interfacing with their European digital identity wallet.
- Electronic driving licence - Equipping citizens with an electronic driving licence, enabling identity verification and licence checks at car rental services or during police checks.
- eSignature - Increase the use of eSignatures by integrating their functionality to create qualified electronic signatures from the European digital wallet.
- ePrescription - Offer citizens the possibility to use their prescriptions in any European pharmacy regardless of the country of issue.
- Account Opening - Open a current, savings or deposit account online, at any time, in any European city.
- Electronic SIM registration - Register and digitally activate your SIM cards for plans and prepaid contracts within the European Digital Identity Wallet.
The test will check how the different national solutions for the European Digital Wallet will be able to
- cross borders: the European wallet will provide a digital identity valid both nationally and across borders , thereby harmonising different identity systems currently in use
- ensure collaborative compliance: each Member State's national IDs will have to comply with European regulatory frameworks
- ensure maximum security: create a secure 'digital safe' with full user control over the sharing of their data
- guarantee quality of user experience: providing user-friendly interfaces for services available anytime, anywhere
The broader aim of the project is to provide guidance for the final version of the Regulation, which amends Regulation 910/2014 that established a European digital identity system EIDAS.
The activities of the Italian consortium will test three use cases for national and transnational users:
- e-government services
- qualified electronic signature services
- services related to the use of driving licences.
The LSP (Large Scale Pilot) POTENTIAL project is aimed at researching and testing the extension of secure interchange functionalities through the wallet on mobile phones in 20 European countries, the project is aligned and synergic with the development of the IT WALLET which made available and Italian digital wallet via the appIO.
The project is co-financed by the European Commission under the Digital Europe programme of DG CONNECT , which is launching 4 Large Scale Pilots
Goals
Specifically, the Autonomous Province of Trento, Digitalization and Networks Strategic Mission Unit, supported by the in-house companyTrentino Digitale S.p.A. together with the relevant provincial structures, will contribute to the development of the Wallet infrastructure to guarantee access to the services in the provincial catalogue and to the carrying out of tests on the national and cross-border use of the Italian Wallet in the three areas in which the Italian consortium participates
- e-government services, in particular, to test authentication to provincial services via EUDIW;
- qualified digital signature services
- services related to the use of driving licences, in particular, for the verification of electronic driving licences in the Forestry sector and for the use of modiliyty rental services through EUDIW.
Milestones
06/2021 Kickoff Presentation of the eIDAS 2 Regulation, with which the European Commission intends to fully realise its vision of a European cross-border digital identity portfolio.
10/2022 Technical specifications
Opening of the discussion on the technical specifications to be finalised by the European Commission and eIDAS experts for the European Digital Identity Wallet.
2022/23 Launch of Pilot Projects
POTENTIAL prepares, develops and tests pilot projects for the implementation of the European Digital Identity Portfolio.
2024/25 Test Phase
POTENTIAL tests its pilot projects in the context of the European Digital Identity Portfolio.
09/2025 Project Completion
After 2025, but out of funding, the developments of new eID solutions, the deployment of continuous eID solutions compliant with the European regulation and the development of applications based on the business strategy and sustainable roadmap defined at the end of the POTENTIAL project are planned.
