National Digital Data Platform (PDND)

Mission 1 - Component 1 - Investment 1.3.1

Publish application programme interfaces (APIs) to ensure interoperability between public administration systems for data exchange

General information

The Digital National Data Platform (PDND) is the tool through which the Department for Digital Transformation wants to ensure the total interoperability of datasets and key services between central and local public administrations. PDND will make it possible to enhance the information capital of public administrations and to realise the 'once-only' principle, according to which the public administration does not have to ask citizens and businesses for data it already possesses.

PDND makes available the API (Application Programming Interface) Catalogue, which displays all the e-services published by the authorities and through which it is possible to request data and subsequently integrate its services for citizens(Public Notice).

At the moment PDND is only intended for public bodies, but in the future it will also be accessible for citizens and businesses.

The system enables the management of authentication, authorisation and tracking of authorised parties to guarantee the security of information; it provides a set of shared rules to simplify interoperability agreements by streamlining the application processes and reducing administrative burdens and procedures.

Goals

The project enables the exchange of information between organisations and the public administration and promotes the interoperability of information systems and public databases.

The aim of the PDND is to make the European 'once-only' principle a reality, i.e. to enter information only once, thus enabling citizens and businesses to no longer have to provide the data that the PA already possesses to access a service.

With the interoperability of databases, it is possible to create an ecosystem that enables the simple and secure exchange of information between PAs through a single platform, a constantly growing catalogue of software services (API) and a set of shared rules, in order to increase the efficiency of administrative action, reduce the demand for data from citizens and create new development opportunities for businesses.

Target: delivery of 30 APIs (software service catalogues).

Milestones

The project plan includes the following phases

  • by 30 April 2024: project start-up and definition of datasets to be delivered on PDND;
  • by 31 July 2024: publication of 5 pilot APIs on PDND;
  • by 29 November 2024:
    • development of the remaining 25 APIs (implementation of the e-service, hook-up of the PAT dataset, release of the e-service on PDND, implementation of local testing and drafting of technical documentation);
    • technology upgrade activities;
  • by 28 February 2025:
    • configuration of the 25 APIs published on PDND (naming and description of the API, definition definition of attributes, declaration of token validity duration, definition of call/day thresholds, publication API Interface, publication of technical documentation);
    • testing and compliance verification on PDND;
    • creation of a monitoring dashboard;
  • by 30 May 2025: development and publication of additional APIs on PDND.

The following milestones are planned:

  • 28 February 2025 - technology upgrade activities, publication of at least 30 APIs on PDND;
  • 30 May 2025 - Development and publication of further APIs (beyond the planned at least 30).
