Flagship Project - Territorial Node of Competence (NTC)

The project constitutes the fourth of the 4 areas of the "Flagship Project" and concernsthe start-up and implementation of the Territorial Node of Competence.
The role of the Territorial Node of Competence with respect to theTerritorial Digital Agenda and to the related projects is that of methodological guarantor and axis of transversal competence; in the Node, therefore, there are design and scientific in-depth actions in addition to the definition of the architecture of the data strategy and of the Master Data Management of the Province.
The training, support and consulting actions of the project concern the following areas
1. Acquisition and reuse of software for the PA (NTC.1): what to reuse, how to reuse, comparative analysis of different solutions also in the logic of cloud transformation. Templates, choice flow, accompaniment. Software tools for the structured management of the path.
2. ICT and Digital Transformation Project Management Methodologies (NTC.2): the Node develops a project management system starting from the European Pm2 standard and the Agile Scrum methodology specifically for PA digital transformation projects. The standard and the method are made available for reuse and Node experts accompany organisations in its adoption, testing and implementation.
3. Digital skills support (NTC.3): the Node develops transversal content and approaches to facilitate the exchange of experience and knowledge. The Node supports emerging initiatives related to digital skills.
4. Master Data Management of the Autonomous Province of Trento (NTC.4): the Node has a transversal objective related to data. It follows the Master Data Management project for the transformation of the Information System of the Autonomous Province of Trento from many separate and non-communicating data silos to a transversal analytics-oriented application system. For the design and analysis of the interventions and actions in this area, it implements the methodologies mentioned in the previous lines. The action is also financed by the European Regional Development Fund (ERDF).

Develop and disseminate, through training, consultancy and support actions, multidimensional and multi-level (from theory to implementation) skills and methodologies for an integrated and effective approach to the best digital transformation of territorial public action.

The implementation of the NRP in Trentino fits coherently into the programme framework for sustainable provincial development, according to the policies identified in the provincial Economic and Financial Document and its Update Note

PAT's Master Data Management project is also financed with provincial funds.

As of 31 October 2025:

• the Territorial Competence Node (NTC) Coordination Committee was set up in order to bring together and coordinate territorial competences on digital transformation (Council Resolution no. 1776 of 29/09/2023);
• 3 awareness-raising events were held on the theme of software reuse, community and benchmarking, involving for each event 15 territorial bodies (Action NTC.1):
  • Event 6 June 2024'From software reuse to idea reuse: the power of community'
  • Route Improve, Share, Reuse with concluding event 11 November 2024 - "Workshop - I Reuse".
  • Event 9 September 2025"Reuse-Lab: key elements and tools".

• the production of information material on the topic of reuse is underway, to support the participating organisations (Action NTC.1);
• a TD Specialist course was implemented for employees of 8 public bodies (NTC), on project management tools and methodologies for the management of digital transformation projects (Action NTC.2). In particular:
  • a high-level training course followed by mentoring activities was completed;
  • a methodological guide was prepared(Framework of project management methodologies, agile management and process analysis to support digital transformation projects. Methodological guide) that collects and systematises the teaching materials of the TD Specialist course, the essential artefacts and models for tackling complex innovation and digital transformation projects in an integrated manner;
  • training activities open to all were financed on the topics that turned out to be most interesting: governance of digital transformation projects in the Public Administration, management of relations with suppliers in the context of digital transformation projects, and requisitioning of digital needs;
  • change management activities on IA were financed as part of an executive path dedicated to the management of local authorities (NTC);

• a community of practice dedicated to digital skills and methodologies has been set up (Action NTC.3);
• the design of a territorial platform for e-skills is under way (Action NTC.3);
• the analysis and modelling activities of the data governance of the Autonomous Province of Trento of 5 functional domains are under way, namely: "territorial spheres", "organisation chart of the body", legal persons starting from the information managed within "territorial procedures", physical persons starting from the information managed within "education" and "provincial staff" (Action NTC.4)
• 5 analysis documents have been drafted for the creation of the respective data analysis and exploration dashboards for the functional domains agriculture, education, networks and connectivity, procurement (in relation to the Contracta platform) and aid to enterprises (in relation to the platform for the management of aid to research and enterprises). The platform for aid to enterprises and Contracta were implemented as part of the Cloud Transformation of the Flagship project (Action NTC.4).
