Architectural evolution and cloud transformation of the Trentino P.i.Tre. Information Protocol.

The project involves applying the Cloud by design system to the Protocollo Informatico Trentino (P.I.Tre). The cloud transformation process is composed of several phases aimed at redesigning the application following a new scheme, both functional and technological.

P.I.Tre is the Protocollo Informatico e Gestione Documentale Trentino system, aimed at managing protocolollo, dematerialising paper documents, speeding up the search for information, making management flexible and rapid, guaranteeing security and integration, in the exchange of documents between Trentino bodies.

The reasons why the P.I.Tre system is the first application domain affected by this transformation are inherent on the one hand in the application's nature as a backbone of administrative processes, and on the other hand in the process of dissemination in the Trentino territory that P.I.Tre has carried out in recent years.

The passage of P.I.Tre from a traditional application to the cloud system enables a completely different and evolved model of applications and interactions that responds to European and national dictates. In particular with regard to reuse, the cloud transformation of the application means that it is not deployed as a monolithic application, but in the form of individual components or sets of components, favouring the activation of a community for the development of a true national protocol and document management application.

The main addressees of the project among the more than 330 entities of the P.I.Tre federation involved, in addition to the Province, owner and proprietor of the platform, are

• system of local municipalities and Valley Communities
• the Schools system (Trentino School Institutes);
• the Provincial Agency for Health Services;
• the Autonomous Region of Trentino - Alto Adige.

On a national basis, there is also an extremely important network of reuse stakeholders that will be further enabled by the reuse cloud architecture:

• central public administration entities;
• local authorities in Italy;
• municipalised companies;
• law enforcement agencies.

The project will constitute an autonomous body within a unitary complex of services relating to the management of the application information system and will focus in particular on

• improving usability and scalability in order to implement a conversion of P.i.Tre towards a micro-services architecture;
• implementthe application in a public cloud infrastructure on a qualified Cloud Service Provider (CSP).

The project, which started in July 2023, includes the following phases:

• project start-up, infrastructural analysis and planning of the migration and changes required to move to the cloud system;

• transition from the current monolithic back-end to a new cloud-native architecture based on Kubernetes, implementation of REST services to ensure interoperability and scalability, and partitioning and optimisation of the approximately 2,300 existing internal services;

• incremental development involving 7 phases, each involving the gradual implementation of new features, testing and validation with the involvement of public bodies to gather feedback and improve the user experience before the next release;

• technology migration and cloud transformation ensuring business continuity, introduction of Elastic Search to improve search and accessibility of documents, improved security andoptimised performance thanks to a scalable and reliable infrastructure;

• functional testing at each stage, conducted by Trentino Digitale and the supplier, joint testing in a test environment with key bodies (Province, Municipalities, University, APSS) and final testing to validate the entire system before it goes into production;

• the new P.I.Tre will be progressively activated in the test, training and production environments, a clear procedure will be defined for new public bodies to join the platform, and advanced monitoring tools will be introduced to guarantee stability and security

• official activation and evolutionary maintenance with continuous updates to ensure compatibility with regulations and new operational requirements.
