The intervention envisages the assignment of professional appointments to a pool of professionals and experts with multidisciplinary skills, in order to guarantee specialised support and technical assistance to the territorial administrations.
The project involves all the Regions/Autonomous Provinces (implementing subjects), which drew up their own Territorial Plan with the identification of the procedures on which to intervene as a priority and an initial definition of the targets. The latter were subsequently refined, on the basis of the precise reconstruction of the starting data (backlog, actual times gross of suspensions).
The following are covered by the monitoring activity
- 22 complex procedures including tenders, public contracts, environmental authorisations and assessments, and building practices (defined in the Territorial Plan), for which experts provide technical assistance
- 9 NRP projects with administrative capacity building (technical-operational assistance).
Goals
Reducing response times for businesses and citizens and administrative burdens by simplifying and accelerating complex procedures and strengthening the administrative capacity of public administrations at local level, especially in relation to the grounding of NRP projects in the territories
Milestones
The European relevance milestone of 31 December 2021 was met with the conclusion of 19 contracts with experts.
In the first phase (2022), processes and flows were analysed and critical points were identified.
In addition, simplification plans were defined and, in parallel, the first improvement measures already identified were started.
In the next phase, the simplification plans were progressively implemented, with some important improvement measures.
Six-monthly Monitoring and Evaluation Reports were periodically sent to the Civil Service Department, with an indication of the results achieved both in terms of the results of the periodic measurement of processing times and backlogs and of the simplification activities carried out.
