Implementation of the new accounting information system

The changeover to the new accounting system will allow the Province to adapt to Reform 1.15 of the NRP, which envisages the adoption of a single Accrual accounting system by all public administrations by 2027, in order to comply with international accounting standards (EPSAS/IPSAS) and in implementation of European Council Directive 2011/85/EU.

The new system will have to take full advantage of the cloud-based architecture model, so as to ensure greater flexibility and scalability of the solution, faster implementation and simplified management of the technology infrastructure.

The new information system will be used by PAT, the provincial agencies and the provincial educational and training institutions.

The main objectives are:

• interoperability and simplification: creation of a single, automated, flexible and scalable system that integrates all accounting and administrative functions, in order to improve the efficiency, transparency and sustainability of PAT's accounting processes
• regulatory compliance: gradual adaptation to Accrual accounting standards and Italian and European legislative provisions;
• technological innovation: exploitation of cutting-edge technologies such as artificial intelligence, cloud architecture and interoperability through APIs, to promote leaner and more innovative administrative management.
• operational effectiveness: migration of existing data and support for change management processes to facilitate the adoption of the new system.

The project is co-financed 40% by the European Union - European Regional Development Fund, 42% by the Italian State - National Revolving Fund and the remaining 18% by the Autonomous Province of Trento (SINET plan).

The project is expected to cost around EUR 40 million, of which around EUR 11 million will come from the ERDF programme.
