Flagship Project - Artificial Intelligence in the PA System (AI)

The project constitutes the first of the 4 domains of the 'Flagship Project' and is structured in 2 interventions that aim to apply the AI solution in two domains relevant to PA:

1. Territory and Mobility: modelling, analysis and decision support for territory management, the impact of tourist flows, environmental emergencies, territorial fragilities, mobility and, in general, scenarios requiring modelling, analysis, simulation and decision support with regard to phenomena developing in a territorial dimension.

2. Productive world, enterprises, agriculture: modelling, analysis and decision support relating to the dynamics of the productive world, economic development, the labour market, with particular reference to the issues of work-life balance, incentives for enterprises and, in general, scenarios requiring modelling, analysis and decision support relating to phenomena affecting the economic, productive and social context, as well as the actors operating in it and the related territorial dynamics.

For each of the two domains, the interventions consist in the identification and realisation of a use-case capable of providing evidence of the capacity of AI to support analysis and decision-making processes pertaining to PA.

The scope is transversal to the entire information system of the Autonomous Province of Trento and captures its most mature and technologically advanced aspects. It develops a strategic axis of decision support and simulation in a context of application evolution and data strategy.

Toprovide the Autonomous Province of Trento (PAT) - and subsequently make it available to other Public Administrations (PA) in the country - with an 'Artificial Intelligence' (AI) solution specifically designed for the needs of a PA, able to support the need for analysis of complex systems (socio-economic context, state of the territory, public systems and services, etc.) and decision-making based on data, predictive models and simulations ('digital twin').

• AI.1 - Design, development and deployment of the AI Technology and Application Platform
• AI.2 - Design and development of an "AI toolbox" to facilitate and support the use of the platform by the PA
• AI.3 - Identification and implementation of "use-cases" in specific high value-added reference areas
• AI.4 - Innovation management

The implementation of the NRP in Trentino fits coherently into the programme framework for sustainable provincial development, according to the policies identified in the provincial Economic and Financial Document and its Update Note

PNC funding: € 5,000,000.00

Version 1.0 of the AI platform for the analysis of complex systems and decision-making based on data and predictive models was implemented. Deployed on provincial infrastructure at Trentino Digitale.

Identified and designed two concrete use cases, for

• the support for the definition and evaluation of integrated family-work reconciliation policies, which promote the wellbeing of workers and the creation of an economically attractive and socially cohesive territory
• the representation of the territorial system based on the Digital Twin model, which supports decision-makers in the identification and management of complex phenomena of an anthropic nature (such as overtourism) and of an environmental nature (such as the ground effects of extreme weather events).

Finalised theAI Toolbox: made available ready-made software modules, datasets and templates to support the adoption of AI solutions, published code and documentation.

Produced ethical guidelines to support the adoption of AI systems in Public Administration and ethical evaluation of available AI solutions and services.

Established Co-innovation Lab to support the territorial network of methodologies and skills for the digital transformation and innovation of the Public Administration.

Ongoingforesight analysis on technological trends and reference standards in the AI field.
