Digital services technology redesign

Redesign of the Province's digital services with a user-oriented design approach and subsequent migration to the new portal, in order to completely digitise the use of digital services for citizens and businesses.

The project is realised thanks to the European Funds of the Autonomous Province of Trento.

General information

The project aims to redesign the provincial digital services, with an approach that places the user at the centre at each stage of the development process, while respecting the principles of accessibility, continuity and integrability. The services redefined in this way will then be migrated to the new platform, with the aim of fostering not only an improvement in the relationship with the citizen, but also direct cost savings (reduced consumption of paper and public space) and indirect cost savings (less time spent in handling the file and consequently more efficiency).

Goals

The project has the following objectives

  • decommissioning of the online services portal: the current portal, online since 2012, was created with the aim of allowing citizens to prepare and send in an 'easy' manner an application including any attachments required by each of the PAT's digital services, guaranteeing with certainty the identity of the sender by means of the Tessera Sanitaria (Health Insurance Card) as the National Services Card (CNS). However, the technology used is no longer supported and is therefore no longer compatible with the basic principles introduced by European legislation and the Three-Year Plan for IT such as mobile first, cloud first. The decommissioning of the portal implies the rewriting of all the services included in the platform and their back-ends, including the migration of the citizen's private area.
  • Migration of 'Citizen's private areas': to avoid inconvenience to citizens, it is essential to move completed files to the new platform. Only one citizen's private area will be identified where the citizen will be able to find all documents sent and received.
  • Redesign of 8 online consultation services related to the following areas: Environment, Land and Cadastre; Agriculture and Phytosanitary.
  • redesignof digital services with a user-centred design approach: the redesign/migration of the 35 services will take place in compliance with European and national guidelines and will adopt an approach that focuses on people's real priorities.

Milestones

The activity plan provides for:

  • the analysis, design and development of digital services between January 2025 and May 2026;
  • the analysis, design, development and release of consultation services between January and November 2025;
  • the migration of the 'Citizen's Private Area' between January 2025 and June 2026.
