PNRR contributions for façade upgrading - Municipality of Palù del Fersina

Economic contribution for upgrading and renovation works on buildings located in the municipality of Palù del Fersina to be used as main residence, for a maximum total amount of €100,000 per building. The interventions must mainly concern the external parts and, if necessary, may also extend to the appurtenances and internal parts of the building units.

These contributions are part of the larger project Attractiveness of Historic Villages Intervention 27 of the borgo project - Palù del Fersina - la forza della minoranza: rinascita di un borgo di matrice germanica a sud delle Alpi within the PNRR [Mission 1 - Component 3 - Investment 2.1 - Line of action A].

Aims of the notice

- to improve and enhance the rural architectural and landscape heritage owned by private individuals, which has undergone a gradual process of abandonment, to ensure that it is preserved and used for residential purposes

- to maintain the landscape and cultural mochene characteristics

• The beneficiaries, against a maximum contribution of €100,000 per building (equal to 60% of a maximum eligible cost of €166,666.67), must undertake to transfer and maintain their residence in the building in question for a minimum duration of 10 years from the date of completion of the works. The beneficiary may have the option of renting the building under certain conditions better illustrated in the public notice.
• Contributions for works on the internal parts of building units may not exceed €50,000 per beneficiary and are included in the maximum total amount for the building (€100,000)
• The interventions on the internal parts of the building units and appurtenances for which the contribution is requested must be linked to the interventions on the external facades of the buildings (to be upgraded or already upgraded)

Natural persons who, at the date of submitting the application, are owners or holders of rights in rem, even by shares, of properties located in the municipality of Palù del Fersina

a) included within the perimeter historical settlements

b) listed within the scattered historical buildings

c) included in the other areas specifically earmarked for settlement

In the case of scattered historical buildings and buildings included in the perimeter historical settlements, the right of precedence is guaranteed with respect to buildings included in the other areas specifically intended for settlement

There are several steps to obtain funding:

1. Application for a grant
2. Granting of the contribution and signing of the deed of obligation
3. Notification of start of works
4. Work progress report (SAL) or work progress report
5. Notification of end of works
6. Reporting of works and request for payment of the balance

Only in the event that the building does not require the external parts to be redeveloped, the applicant may benefit from the grant for work only on the appurtenances and/or the internal parts of the building units

Determination No 4703 of 12 May 2025 by the Director of the Urban Planning and Landscape Protection Service, amended by Determination No 5959 of 5 June 2025, approved the list of interventions eligible for funding. The list was supplemented by determination of the Director of the Urban Planning and Landscape Protection Service no. 14294 of 15 December 2025.

The grant will be paid out once the work has been completed and all the documentation relating to the financial statements has been submitted. Advance payments of up to a maximum of 70% of the granted contribution may be requested, upon presentation of the work progress report.

Moreover, as highlighted both in the public notice and in the above-mentioned vademecum, the disbursement of the grant is subject to compliance with the DNSH principle during the entire course of the work being financed (Sheet 2 and Sheet 12 with the relevant operational guides are to be found in the "Documents" section).
