Operation 4.1.1 - Support for investments in agricultural holdings

It is possible to apply for a grant for investments aimed at improving the overall performance of farms located in the Province of Trento.

Initiatives started and expenses incurred after the submission of the application are eligible. Design costs incurred in the 12 months prior to the submission of the application and related to the design of the project documents attached to the application for support are also eligible.

Investments are envisaged for

• all livestock farms, excluding breeding farms for hunting or wild fauna, ornithological breeding farms for furnishing and/or companionship;
• all agricultural crops excluding bamboo;

The eligible interventions and expenses, the amounts that can be financed and the requirements are detailed in the Del. G. P. n. 1427 dated 27 August 2021 (see section Documents).

The subsidies are granted in the form of a capital contribution.

Applications may be submitted from 1 March 2022 until 30 September 2022.

Only one application may be submitted.

It is compulsory to quote the Unique Project Code (CUP), attributed during the approval of the initiative for the granting of the contribution, in all invoices and in all payments following the application methods specified in the Del. G. P. n. 1427 dated 27 August 2021 (see section Documents).

Expenditure paid by the beneficiary by means of bank or postal transfer or by means of RIBA on a current account in the name of the beneficiary (current account dedicated, also non-exclusively, to the initiative) is eligible. Limited to the purchase of facilities, payment by registered bank draft is also admissible, with proof of debiting.

The grant of the contribution entails the obligation not to alienate, assign or divert, even following non-use, the works and assets for which the facilities have been granted for a period of 5 years (for machinery and movable assets) or 10 years (for immovable assets) from the date of final payment to the beneficiary.

There is an obligation to give adequate publicity to the public financing, both on the beneficiary's professional website (where it exists.) and through the "plaque or poster" devices, for operations receiving support in excess of EUR 50,000. This obligation must be respected from the beginning of the implementation of the operation and up to 2 years from the date of the final settlement on the website, up to 5 years for "plaque or poster" devices. The following may submit an application

a) single or associated companies, with an agricultural VAT number, registered with the Chamber of Commerce, Industry, Agriculture and Crafts since the date of application;

b) companies between agricultural businesses (at least two) registered with the Chamber of Commerce, Industry, Agriculture and Crafts.

Applicants must have a company file in the Province of Trento on the date the application is submitted. If it does not have one, it must it must be constituted at a CAA.

For companies between agricultural enterprises, the opening of the business file is sufficient.

The following maynot submit an application

a) companies that have not fulfilled the compulsory grubbing-up requirements ordered by the Provincial Plant Protection Service;

b) businesses that have not repaid contributions granted under the 2007-2013 and 2014-2020 R.S.P. and then withdrawn.

The application can be submitted by the legal representative of the farm; only for the insertion of the application in SRTrento an appointed consultant can be used.

Applications must be submitted using the computerised procedures on the portal https://srt.infotn.it

A digital signature is required to enter the application; the person entering the application (the applicant or the appointed consultant) must be accredited to the portal, as specified on this web page

The application must be digitally signed by the person entitled to sign the document, otherwise it will be inadmissible.

Any variants must be requested in advance, with respect to the execution of the relevant works. In the overall assessment of the variants, it is verified that the eligibility requirements and those that determined the approval of the project according to the selection criteria are maintained.

The application must be completed in its entirety according to the facsimile provided on the SRTrento portal containing

• business plan indicating the elements necessary for verification of the general eligibility requirements, the elements demonstrating the overall sustainability of the company and the planned investment and the objectives for improving overall performance
• an indication of the qualifications for awarding points;
• a declaration in lieu of an affidavit stating that the applicant has not benefited for the initiatives in question from other aid provided for by the provisions in force, that the enterprise is not in difficulty, as defined by the Community rules in force, that the enterprise is not the recipient of previous aid recoveries declared illegitimate by the European Union, and, in the case of compulsory grubbing-up measures ordered by the provincial plant health service in compliance with provincial, national and Community sectoral rules, that it has fulfilled the prescribed grubbing-up obligations.

• depending on the type of initiatives planned, the documentation envisaged under point 6.2 of Del. G. P. n. 1427 dated 27 August 2021 (see section Documents), under penalty of inadmissibility.

If required to carry out the planned works, the possession of the valid urban planning title is necessary to demonstrate the feasibility of the intervention.

The ranking list for access to the grants is drawn up on the basis of the selection criteria specified in Del. G. P. n. 1427 dated 27 August 2021 (see section Documents).

Within 90 days from the date of receipt of the notification of inclusion in the ranking list - which may be extended by a further 60 days upon justified request - further documentation shall be submitted, as specified in the Del. G. P. n. 1427 dated 27 August 2021 (see section Documents).

Within 90 days from the date of submission of the additional documentation required under point 7 letter b) of the Del. G. P. no. 1427 dated 27 August 2021, or, when such documentation is not required, from the date of enforceability of the measure approving each ranking list, the grant shall be awarded or denied. The act granting the grant may impose specific conditions and constraints, in relation to the specific investment project.

After the grant has been awarded the request for advance payments may be submitted. The request for advance payments and the final payment of the contribution must be submitted. All initiatives shall be reported according to the terms and conditions specified in the Del. G. P. n. 1427 dated 27 August 2021 (see section Documents).
