Certified notification for events up to 200 persons - SCIA200

For events of up to a maximum of 200 participants, the appropriate SCIA (Certified Declaration of Start of Activity) is required.

The reported event must take place over a maximum of three consecutive days, end by midnight of each day and be of an occasional nature.

An SCIA cannot be submitted, but a special application can be submitted (see below under related services) for events

• with other types of entertainment
• o with a different time frame
• or with a permanent character

In order to hold the event, it is necessary to

• submit to the Trento Police Headquarters (email pec: dipps183.00f0@pecps.poliziadistato.it) the notice of public event (art. 18 R.D. 773/1931 - T.U.L.P.S.)
• comply with the requirements set out in the Provincial Council's resolution no. 814 of 18 May 2015 concerning health assistance at shows and events in Trentino

It is also compulsory

• comply with the requirements of current copyright legislation by ensuring, where applicable, the regular payment of the amount due within the terms and according to the law
• acquire any further authorising titles (licences, authorisations, concessions, testing, permits, insurance, etc.) provided for by other sector regulations in order to exercise the activity concerned

The service is aimed at those who intend to organise public performance or entertainment events in a public or private area or premises.

The SCIA can be submitted by the private citizen directly concerned or, in the case of a company or body organising the event

• by the owner of the venue, public business or other
• by the owner of a sole proprietorship
• by the legal representative
• the president
• the instigator

The Report must be submitted digitally using the 'Citizen's Room' platform by clicking on 'Access the online service' below.

In the Report you are requested to enter the following data

• the name of the event
• the place and type of venue where the event will be held
• the days and times on which the event will take place
• the type of event
• the artist involved, if any
• the number of expected participants
• the details of the organiser, if different from the person submitting the SCIA

If you are unable to access the service via authentication, you can, as a last resort, forward your report (complete with the required attachments) to the following pec address: serv.polamm@pec.provincia.tn.it.

The following are required to submit the notification

• proof of availability of the ground or premises, public or private, for holding the event
• authorisation from the Municipality for noise pollution
• possession of the moral requirements under Article 11 of Royal Decree 773/1931 and Article 67 of Legislative Decree 159/2011

A) in the event of an event organised in a location (venue, public business, outdoor area, marquee or other) for which the Provincial Supervisory Commission has already issued a positive opinion in the 2 years preceding the date of the event, it is also necessary to

• attach the declaration for temporary set-ups(TEMP form)
• indicate the number and date of the Provincial Supervisory Commission report

if prescribed in the report, the organiser must obtain a declaration of technical control for the structures and systems installed, prepared by a professional, who must be enrolled in the register of engineers, architects, industrial experts or surveyors

B) in the event of an event organised in a venue (premises, public premises, outdoor area, marquee or other) for which a permit of agibility has been issued by the Provincial Administrative Police Service, pursuant to Article 80 of the T.U.L.P.S., it is also necessary to indicate

• number and date of the agibility determination issued by the Provincial Administrative Police Service

C) in the event of an event organised outdoors without the presence of structures and without facilities, it is also necessary to

• attach the declaration(White Form) - not usable for dance activities and DJ sets

D) in the case of an event organised outdoors without the presence of structures but with certified facilities, it is also necessary to

• attach the technical certificate of conformity(Green Model)
• indicate the name, contact details and register of the professional who drew up the model. The professional must be enrolled in the register of engineers, architects, industrial experts or surveyors.

E) in the case of an event organised outdoors with the presence of modest structures (gazebo, stages, screens) and with certified installations, it is also necessary to

• attach the technical certificate of conformity(Yellow Form)
• indicate the name, contact details and register of the professional who drew up the model. The professional, who must be enrolled in the register of engineers, architects, industrial experts or surveyors, is required to deliver the declaration of technical control to the organiser after the installation of the structures and systems.

F) In the event of an event organised by setting up structures with a capacity of less than 200 people (marquee, gazebo, pagoda or grandstand) and related accessory installations (stage, kitchen, screens, etc.) and installations, it is also necessary to

• attach the technical certificate of conformity(Red Model)
• indicate the name, contact details and register of the professional who drew up the model. The professional, who must be enrolled in the register of engineers, architects, industrial experts or surveyors, is required to deliver the declaration of technical inspection to the organiser after the installation of the structures and systems.

G) In the case of an event organised inside a church, it is also necessary to

• attach the declaration in lieu of affidavit(Model Churches)
• indicate the name, contact details and register of the professional who drew up the model. The professional must be entered in the register of engineers, architects, industrial experts or surveyors.

H) in the event of an event organised within premises, public premises or other premises that do not have an agibility licence issued by the provincial administrative police service, pursuant to Article 80 of the T.U.L.P.S., it is also necessary to

• attach the technical report for occasional events(Model REL)
• indicate the name, contact details and register of the professional who drew up the model. The professional, who must be enrolled in the register of engineers, architects, industrial experts or surveyors, is required to hand over the declaration of technical control to the organiser after the installation of the structures and systems.

The SCIA, if correct, allows the event to take place from the day it is sent.
