In order to provide social welfare services on the free market, authorisation by the Province is required. If, on the other hand, services are provided on behalf of the public body, both authorisation and accreditation are required.
As a result of the Amendments to the Decree of the President of the Province 9 April 2018, no. 3-78/Leg. "Regulations", the documentation for submitting applications for authorisation and accreditation is being revised and it is not possible to submit new applications using the information system "SSA - Information system for authorisation and social welfare accreditation" for the time being. Please contact the Social Policy Service for the forms.
The application for authorisation or simultaneous authorisation and accreditation is submitted by the subject concerned to the competent provincial structure. The application indicates the functional aggregations or other types of service within which the subject requests to operate (see Catalogue of Social Welfare Services latest version of 23 December 2024) and the facilities it intends to use for the provision of residential and semi-residential services.
The regulations on authorisations and accreditations, as well as the methods of management and entrusting of social welfare services, are in force as of 1 July 2018.

The application for authorisation may be submitted by private entities, public personal service companies (APSP) and third sector entities.
The application for authorisation and simultaneous accreditation or accreditation may be submitted by APSPs and third sector entities.
Applications for authorisation or contextual authorisation and accreditation or accreditation must be filled in electronically through the "SSA - Sistema informativo per l'autorizzazione e l'accreditamento socio assistenziale" (Information system for social welfare authorisation and accreditation) information system.
In order to access the SSA information system, it is first necessary to communicate to the Social Policy Service (through the form"Communication of Organisation's Personal Data" to be sent to the pec serv.politichesociali@pec.provincia.tn.it) the names of the persons who, for the organisation, will access the same system.
The names communicated can access the system only by authentication with SPID (Sistema Pubblico di Identità Digitale - Public Digital Identity System) or CPS/CNS (Carta Provinciale/Country Service Card).
The application must be enclosed with the documentation and declarations, established by Resolution of the Provincial Council No. 1655 of 07/09/2018, proving that the authorisation requirements and accreditation requirements are met (See Annex 1 and 2 of Presidential Decree No. 3-78/Leg. 9 April 2018).
The SSA system automatically proposes the declarations and documentation to be attached according to the functional aggregation or other types of service offered.
