
Disability and non-self-sufficiency
Persons with disabilities are defined as those with enduring physical, mental, intellectual or sensory impairments which in interaction with barriers of various kinds may hinder their full and effective participation in society on an equal basis with others. A person who is not self-sufficient is defined as anyone who is unable to perform the essential activities of daily living independently and who therefore requires the permanent and continuous assistance of another person.
