Description
Entities (third-sector entities, private entities, APSPs, foundations ...) operating in the social-welfare field must be authorised or accredited, as provided for by Presidential Decree No. 3-78/Leg of 9 April 2018,
The authorisation is issued by the Province and constitutes the necessary title to carry out social welfare services in the free market regime. In order to be entrusted with social welfare services by public bodies, on the other hand, it is necessary to be accredited.
Authorisation and accreditation are granted in order to be able to operate in the social welfare field for functional aggregations, i.e. services responding to homogeneous needs (e.g. residential services aimed at minors or home services aimed at persons with disabilities) and/or for other types of services, such as territorial services, social counters and work-accompanying interventions.

Authorisation
In order to be authorised to carry out their activities, private entities and Public Personal Services Companies must meet the minimum requirements set out in Annex 1 to the Regulation:
(a) implement the activities, interventions and initiatives included in the service information guide;
b) deliver the services in compliance with the minimum requirements;
c) implement the plan for staff training, as provided in Annex 1 to the Regulation;
d) update the staff training plan every three years;
e) comply with the social security and labour laws, the relevant national collective labour agreements and any supplementary provincial contract in the manner established by Provincial Law no. 2 of 9 March 2016 (Provincial Law implementing the European directives on public contracts 2016).
Accreditation
In order to be accredited to carry out their activities, third sector entities and Public Personal Services Companies must meet the minimum requirements set out in Annex 2 to the Regulations :
- (a) carry out the activities, initiatives and interventions provided for;
b) implement the activities included in the service charter and operational plan at least every 3 years,
c) deliver services in compliance with the minimum requirements;
d) implement the training plan for staff and volunteers, as set out in Annex 2 to the Regulation;
e) update the training plan for staff and volunteers, every three years;
(f) adopt the social report;
g) comply with social and labour laws, the relevant national collective labour agreements and any supplementary provincial contract in the manner laid down by Provincial Law No. 2 of 2016.
The instruments
The "Regulation for the authorisation, accreditation and supervision of entities operating in the social welfare field", identifies 2 instruments, mentioned above, which constitute the quality of social welfare services
- the Social Report
The Social Report represents a driving force for the improvement
- the quality of the services rendered in response to the needs detected
- the organisation's entrepreneurial skills, understood as the ability to intercept and read needs, to provide adequate responses to individual situations, to position itself appropriately in the reference contexts, with the ability to activate the available family, territorial and neighbourhood resources and to implant collaboration networks".
The distinctive methodological elements of the provincial Social Report scheme include
- modularity, so that it can consider the different dimensions and specificities of Third Sector organisations;
- flexibility, so that the model guarantees and enhances the possibility of identifying indicators that are autonomously defined by each Third Sector organisation, on the basis of shared principles and criteria
- the periodicity, to facilitate Third sector organisations in implementing the social report, providing - for those who so wish - a three-year duration for the first two editions (therefore for a period of six years) and then annual (starting from the seventh year).
- Service Charter
The Service Charter is a clear and transparent information tool dedicated to the social welfare services offered.
For the service provider and for the Administration, the Service Charter becomes an effective listening-participation and citizen-user protection tool.
For the Administration, which determines social policies and for governance, the Service Charter represents an element for assessing where provincial and territorial social policies stand and for defining suitable strategies for the continuous improvement of the quality of services, also through a system of participatory evaluation with the recipients of services.
