Description
In its meeting of 18 July, the Provincial Council started the process to approve the revision of the Objectives and Conservation Measures of the Special Areas of Conservation (SAC) of the territory of the Province of Trento.
The approval of the Objectives and Conservation Measures for the Natura 2000 Network sites responds to the need to adapt the conservation measures in force, as highlighted by the European Union with the infringement procedure 2015/2163 concerning the non-designation of Special Areas of Conservation (SACs) and the European Commission's note C(2019) 537 of 25 January 2019 of complementary formal notice pursuant to Article 258 of the TFEU, concerning the failure to identify objectives and conservation measures for the designated SACs.
The Conservation Objectives and Measures were redefined based on the standard template (called Format), prepared by the Ministry of Environment. Each Format includes:
- a cognitive part concerning the habitats and species present in the SACs and their relative conservation status,
- a part that defines improvement or maintenance objectives and related quantitative targets to be achieved,
- a part of concrete actions (including active interventions, monitoring programmes, educational programmes, regulations, incentives).
Deadlines and procedures for submitting opinions and comments
Pursuant to Article 38 paragraph 1 of Provincial Law 11/2007 and Articles 3 and 6 of Presidential Decree 50-157/Leg of 3 November 2008 and subsequent amendments and additions, the procedure for the approval of Conservation Measures provides for the obligation/possibility to express opinions and observations - as of 25 August - to
- Municipalities and Valley Communities: mandatory expression of opinion within 40 days
- management bodies of the provincial natural parks, separate administrations of civic use properties, territorial agricultural committees for rural development territorially concerned, forest owners of at least 100 hectares falling within each individual area: expression of opinion within 40 days
- citizens: may file observations in the public interest within 30 days (this is why the attached letter is to be published on the notice board of the Municipalities and Valley Communities territorially concerned);
