  • Effective implementation and enforcement of the EU Charter of Fundamental Rights
  • Implementation and enforcement of the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD) in accordance with Council Decision 2010/48/EC

In particular, compliance with the principles laid down in the Charter of Fundamental Rights of the European Union and the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD) ensures the fulfilment of two of the enabling conditions for the programming of cohesion policy funds 2021-2027 under Regulation (EU) 2021/1060.

This Regulation, while referring to the horizontal principles set out in Article 3 of the Treaty on European Union (TEU) and Article 10 TFEU, including the principles of subsidiarity and proportionality enshrined in Article 5 TEU, requires that these are respected in the implementation of the funds, taking into account the Charter of Fundamental Rights of the European Union and respecting the obligations set out in the UNCRPD.
