General information

For Trentino, the project of the Municipality of Palù del Fersina - Palai en Bersntol "The strength of the minority: rebirth of a village with a Germanic matrix south of the Alps" was approved. It envisaged the establishment of new functions, infrastructures and services in the field of culture, starting from the Moorish linguistic and cultural identity, tourism (widespread hospitality), and social activities, where cultural matrix programmes were also developed.

A project capable of declining the Mochena identity matrix in its multiple expressive components, not only linguistic, but also linked to cultural traditions, to the forms of settlement in the territory, to characteristic activities such as breeding and agriculture, as well as to the protection of the environment and landscape and to the attractiveness of the territory for tourism and outdoor practices, and to build a development path with strongly innovative features, while maintaining continuity with the history of the village of Palù del Fersina.

An idiom that has been used since the Middle Ages is spoken in the valley: Mòcheno. The language is preserved and handed down from generation to generation, avoiding extinction, to keep linguistic biodiversity alive.

One of the most significant proposals of the project is the creation of a work called 'the Ark of the minority languages'. An installation, an itinerary that intends to preserve and promote the extraordinary linguistic variety of the world and provide opportunities to reflect on the risks associated with the reduction of linguistic biodiversity.

Actions are also planned to create pathways for economic development and improvement of the quality of life:

  • development of widespread hospitality;
  • development of the agricultural pastoral sector;
  • enhancement of the residential sector;
  • urban regeneration;
  • support for forms of agile work;
  • promotion of sustainable mobility and modern forms of digitalisation.

The strategy and individual implementation actions have been shared with local actors and citizens through a participatory process.

The intervention also supports business initiatives capable of restoring residential attractiveness to these territories and activating new employment, especially for the new generations.

Goals

To support the economic and social revitalisation and trigger a regeneration process for the Palù del Fersina and Val dei Mocheni area.

The starting point is the valorisation of the main identity attribute, i.e. being a linguistic minority, and to generate cultural projects that produce attractiveness and at the same time protect the territory and adapt to climate change, and that bring people back to live and relate in a vital, empathetic and innovative way in the territory.

Target: The Autonomous Province of Trento contributes to the realisation of 26 of the 35 interventions of the Palù del Fersina-Palai en Bersntol Municipality project

Monitoring

By Resolution No. 356 of 15 March 2022, the Provincial Council approved the candidature of Palù del Fersina and the related feasibility study; on the same date, the project was forwarded to the Ministry of Culture. The strategy and the individual implementation actions were shared with local stakeholders and citizens through a participative process.

By decree No. 453 of 7 June 2022, the Ministry ordered, with regard to line A of the measure on the redevelopment of historic villages, the allocation to the Municipality of Palù del Fersina of the amount of 20,000,000 euro.

The Provincial Council then approved

  • the specification of obligations related to the acceptance of the financing granted by the Ministry of Culture (Resolution No. 1480 of 12 August 2022)
  • the outline of the collaboration agreement between the Autonomous Province of Trento and the Municipality of Palù del Fersina - Palai en Bernstol for the implementation of the project (Resolution No. 1912 of 28 October 2022) and the additional acts (Resolutions No. 1195 of 7 July 2023 and No. 331 of 28 March 2024)
  • the public notice for the support of business initiatives carried out in the municipality of Palù del Fersina under the PNRR (resolution No. 1510 of 18 August 2023)
  • the public notice for the upgrading and enhancement of the rural architectural and landscape heritage for diffuse hospitality (intervention No. 15)
  • the criteria and modalities for the granting of facilities for the upgrading of mountain huts.

Work has been started and is in progress on the Stocker-Harkimbl forest road network and the redevelopment of settlement areas in the historic centres and connections between the hamlets.

As far as thenotice for the support ofentrepreneurial initiatives in the municipality of Palù del Fersina is concerned, on the basis of the evaluation committee's inquiry and of the ranking list approved in November 2023, 4 projects have been financedfor a total contribution of 465,989.35.
