Flagship Project – Artificial Intelligence in the Public Administration System (AI)

Task 1 – Component 1

Develop an ‘Artificial Intelligence’ (AI) solution specifically designed for the public sector

Loghi progetti PNRR

General information

The project is the first of the four areas of the “Flagship Project” and is structured around two initiatives aimed at applying artificial intelligence solutions in two areas of relevance to the public administration:

1.Territory and mobility: modelling, analysis and decision support for territorial management, the impact of tourist flows, environmental emergencies, territorial vulnerabilities, mobility and, more generally, scenarios requiring modelling, analysis, simulation and decision support in relation to phenomena unfolding at a territorial level.

2.The productive sector, business and agriculture:modelling, analysis and decision support relating to the dynamics of the productive sector, economic development and the labour market, with particular reference to work-life balance, business incentives and, in general, scenarios requiring modelling, analysis and decision support concerning phenomena affecting the economic, productive and social context, as well as the actors operating within it and the associated territorial dynamics.

For each of the two domains, the activities consist of identifying and implementing a use case capable of demonstrating AI’s ability to support analysis and decision-making processes relevant to the public administration.

This area cuts across the entire information system of the Autonomous Province of Trento and draws on its most mature and technologically advanced aspects. It develops a strategic pillar for decision support and simulation within a context of evolving applications and data strategy.

Goals

To provide the Autonomous Province of Trento (PAT)– and subsequentlymake it available to other public administrations (PA) across the country – with an ‘Artificial Intelligence’ solution (AI) specificallydesigned to meet the needs of a public administration, capable of supporting the analysis of complex systems (socio-economic context, state of the territory, public systems and services, etc.) and decision-making based on data, predictive models and simulations (‘digital twin’).

Work Packages

  • AI.1 – Design, development and deployment of the AI Technology and Application Platform
  • AI.2 – Design and development of an ‘AI toolbox’ to facilitate and support the use of the platform by public authorities
  • AI.3 – Identification and implementation of ‘use cases’ in specific high-value-added sectors
  • AI.4 – Innovation management

Monitoring

The AI platform for the analysis of complex systems and decision-making based on data and predictive models has been developed. It has been deployed on the provincial infrastructure at Trentino Digitale.

Two concrete use cases have been identified and implemented, for:

  • supporting the definition and evaluation of integrated work-life balance policies that promote workers’ wellbeing and the creation of an economically attractive and socially cohesive region;
  • representing the territorial system based on the Digital Twin model, which supports decision-makers in identifying and managing complex phenomena of both anthropogenic (such as overtourism) and environmental (such as the ground-level effects of extreme weather events) nature.

The final versionof the AI Toolbox has been completed: software modules, datasets and ready-to-use templates to support the adoption of AI solutions have been made available, and the code and documentation have been published.

Ethical guidelines have been drawn up to support the adoption of AI systems in the public sector and the ethical assessment of available AI solutions and services.

A Co-innovation Lab has been established to support the regional network of methodologies and expertise for the digital transformation and innovation of public administration.

A foresight analysis of technological trends and reference standards in the field of AI has been completed.

Event dedicated to the “Flagship Project and the Transformation of the Trentino Public Administration: Review and Outlook”:6 November 2025 – 8.30 am – Sala Depero. Autonomous Province of Trento – Piazza Dante 15, Trento
