Active labour market policies and training – Guarantee of workers’ employability (GOL)

Mission 5 – Component 1 – Investment 1.1R

To support the transformation of the labour market through measures that facilitate transitions between jobs, improve employability and enhance skills, particularly digital, technical and scientific skills.

General information

The GOL (Workers’ Employability Guarantee) programme is a reform measure introduced by Italy’s National Recovery and Resilience Plan (PNRR) to support the active labour market policy framework: it provides a range of services to help the unemployed, workers on short-time working schemes, people with disabilities, women, young people, the over-55s and other disadvantaged groups re-enter the labour market.

The programme’s implementation is based on collaboration between the public and private sectors in employment and training services, and on the integration of social welfare and employment services across the region. The training provision has been designed to meet the needs of businesses through a shared catalogue. Services are provided comprehensively across the entire province, including through the development of online platforms. Its initiatives form part of a wider programme of labour market reforms, the implementation of which is linked to the Plan to Strengthen Job Centres (CPI) and the National Plan for New Skills.

The 2024 Budget Act has linked the programme to measures such as the Training and Employment Support scheme (in force since 1 September 2023) and the Inclusion Allowance, which will replace the Citizens’ Income from 2024.

To access the GOL programme, you must contact your local Employment Centre (CPI), which works in collaboration with accredited private organisations.

During the assessment process, the actions to be undertaken are identified within the framework of five specific pathways:

  • Return to work: aimed at those closest to the labour market. It involves support measures, including through accredited organisations, to facilitate immediate entry into employment;
  • Upskilling: a pathway utilising short training programmes leading to the award of certificates recognising learning outcomes in the areas of IT, the Italian language and entrepreneurship;
  • Reskilling: this is dedicated to those who require structured training to acquire new professional skills, change sector or raise their level of qualification compared to their starting point;
  • Employment and inclusion: this is designed for vulnerable individuals whose return to work is hindered by work-life balance requirements or social issues. In such cases, collaboration is established with the local network of social services to assess the individual’s profile from a multidimensional perspective and identify the most appropriate support measures;
  • Collective redeployment: this is aimed at workers belonging to the same company facing difficulties, whose needs must be assessed as part of a collective intervention.

Approval process and updates

The Provincial Executive provisionally adopted, at its meeting on 5 March 2022, the Provincial Plan for the implementation of the GOL programme, to be submitted for final approval to the National Agency for Active Labour Market Policies (ANPAL).

Following ANPAL’s approval, by Resolution No. 1295 of 15 July 2022, the Provincial Executive definitively approved the Provincial Implementation Plan for the Programme. This approval enabled the launch of the planned activities through the relevant GOL public notices.

The following are the amendments and updates to the Provincial Implementation Plan for the GOL programme:

The GOL programme confirms the current approach to delivering active labour market services, which is based on a two-pronged strategy:

  • the publication of notices and calls for proposals to select training programmes, ensuring strong oversight by the public administration in their management and delivery;
  • the issue of vouchers to users to enable them to access active labour market policy services from an accredited provider of their choice.

At the same time, the public sector continues to provide close guidance throughout the entire process.

Goals

To promote the employability of workers in transition, as well as unemployed and economically inactive people, with particular attention to those considered vulnerable and furthest from the labour market.

The targets assigned to the Autonomous Province of Trento, as part of the national target, have been precisely defined for each year by subsequent decrees. In particular, the Ministerial Decree of 4 December 2025, in relation to European Council Implementing Decision 15106/25, updated the targets assigned for the years 2024 and 2025 and introduced a further target regarding the figures to be achieved by June 2026.

In light of this adjustment, which also takes into account the performance indicated by the monitoring data, the targets assigned to the Autonomous Province of Trento by 30 June 2026 ( including the targets for the years 2022 and 2023) are updated as follows:

  • 31,557 beneficiaries enrolled (of whom at least 75 per cent are women, the long-term unemployed, people with disabilities, people under the age of 30 or over the age of 55), an increase on the 27,782 initially envisaged;
  • at least6,104 people trained, of whom at least 3,297 in digital skills.

In addition to these, there are 689 beneficiaries who have completed training, with their training programmes concluding in the first half of 2026.

A further objective is to strengthen local services, ensuring that at least 80 per cent of the 12 provincial Job Centres provide all Essential Levels of Service (LEP), including support for self-employment.

Allocations are determined annually by ministerial decrees, which take into account the number of beneficiaries enrolled and the progress of expenditure.

As of November 2023, the allocations are as follows:

  • Financial year 2022: €8,624,000
  • Financial year 2023: €8,760,000

Furthermore, in order to facilitate the planning of interventions on a multi-annual basis:

  • First instalment for the 2024 financial year: €4,380,000
  • First instalment for the 2025 financial year: €4,380,000

The Ministerial Decree of 11 February 2025 approved the total allocations for 2024 and 2025 (20.58 million). The subsequent Ministerial Decree of 4 December 2025 adjusted the 2024–2025 allocations (18.91 million) and provided for a specific allocation for 2026 (3.6 million) in relation to the introduction of a new target for the number of people to be trained by the first half of 2026.

Consequently, the total allocation of 2022–2026 PNRR resources for the Autonomous Province of Trento stands at €39,901,154.54. As the Programme forms part of a wider reform of active labour market policies, the allocated funds will remain available and may be used even after 30 June 2026, until they are fully exhausted.

Monitoring

The milestones and annual targets have been consistently met. As at 30 June 2026, the Autonomous Province of Trento recorded an achievement rate of 101 per cent for the number of people taken on, 131 per cent for the number of people trained, and 148 per cent for the development of digital skills.

Formats 2,982 4,210 593 1,098 8,883
Digital formats 1,652 2,287 593 360 4,892

The percentage of vulnerable individuals involved stands at over 83 per cent (the minimum threshold indicated by the programme is 75 per cent).

There is a clear predominance of women, accounting for 56.2 per cent of the total. Young people under 30 years of age account for 28.8 per cent, those over 55 for 18.1 per cent, the long-term unemployed for 26.1 per cent, and people with disabilities for 4.4 per cent.

Furthermore, 10 out of 12 Job Centres (CPI) are delivering all LEPs (100 per cent of the target).

The programme is making steady progress.
