Submission of projects for the employability of disadvantaged people

The Notice, approved by Resolution of the Provincial Council no. 1612 of 11 October 2024, finances projects that favour the strengthening of the employability of disadvantaged persons in charge of the Social Services or certified by competent personnel, qualified APSS, through training and workshop activities aimed at the acquisition of practical-manual skills and at the development and strengthening of skills and behaviours suitable for the assumption of tasks and duties in a working environment, with the prospect of insertion in protected working contexts or in the labour market.

Interested organisations meeting the requirements set out in the Notice are invited to submit project proposals with a training content lasting no longer than 18 months.

The programming of the activities must meet modular and flexible criteria in consideration of the needs of the recipients and must include a training phase of 40 hours for the strengthening of professional and transversal skills, as well as a workshop phase for the remaining hours aimed at strengthening practical-manual skills and the development of personal capacities and resources in order to strengthen the working and social dimension with the prospect of a possible future insertion in the labour market.

Eligible projects will be assessed by the Technical Evaluation Board in accordance with the General Evaluation Criteria approved by Resolution of the Provincial Council no. 2368 of 21 December 2023.

The total resources available for the funding of this Notice amount to € 1,950,000.00 (of which € 780,000 constitute co-financing by the European Union - ESF+, equal to 40% of the total).

It should be noted that an amount of €50,000.00 (out of the total available resources referred to above) is reserved for the financing of additional expenses to ensure the accessibility of the interventions to participants with disabilities, as specified in paragraph 16 of the Notice.

This intervention is financed under Priority 3 "Social Inclusion" of the European Social Fund Plus (ESF+) 2021-2027 Programme of the Autonomous Province of Trento, with co-financing from the European Union, the Italian State and the Autonomous Province of Trento.

Duration and maximum funding

The training and workshop activities will have a per capita duration of between 200 and 500 hours divided as follows

• 40 hours of classroom training;
• the remaining hours in the workshop.

Each course must provide for the participation of at least two participants and may be divided into courses, provided that they refer to different macro-sectors and a maximum of eight participants per course.

In any case, the maximum amount that can be financed for each project is

1. Euro 125,000.00 in the case of the presentation of a project referring to the same macrosector;
2. Euro 175,000.00 in the case of the presentation of a project referring to two or more different macro-sectors. Please refer to the Notice for details.

Implementation Timeframe
The actions referred to in this notice must be completed within 18 months from the date of the start of the activities and in any case by 31 December 2026.

All public and private bodies with registered offices in the European Union may participate in this notice by submitting project proposals.

Temporary business groupings, consortia and EGs may also participate.

The financing of the interventions is conditional on theaccreditation of the proposing body for both training and social-welfare services.

Project proposals may be submitted from 10:00 a.m. on 15 October 2024 and by the deadline of 12:30 p.m. on 15 November 2024, in accordance with the procedures set out in the Notice, using the dedicated IT procedure.

The "guide to the IT procedure" is available, after accessing the IT system for project submission, in tutorial mode.

Project proposals are composed of the following documents (models approved by determination no. 11296 of 18/10/2024)

1. Application for funding (Model A): digitally signed by the legal representative or his delegate with power of signature, in compliance with the current regulations on revenue stamps (16.00 euros);
2. Project description (Form B): drawn up in Italian language, with a maximum number of 50,000 (fifty thousand) characters and digitally signed by the legal representative or its delegate with power of signature;
3. Financial Estimate (Model C): compiled in accordance with paragraph 6 of the Notice and the "ESF+ Implementation Criteria
4. General Management Provisions: digitally signed by the legal representative or his/her delegate with power of signature;
5. In the case of project proposals submitted by R.T.I., Consortia or G.E.I.E.: a) not yet constituted: declaration relating to the constituting R.T.I./Consortium/G.E.I.E. (Model D) digitally signed by all the legal representatives or their delegates with power of signature. b) constituted: copy of the deed of constitution. In this case, models A), B), C) and the General Management Provisions must be digitally signed by the legal representative of the R.T.I., consortium or G.E.I.E. or its delegate with power of signature.

The submission of the documents to the Administration will take place directly online through the IT system. In this area the proposing party will find all the information for planning and, if the entity is not already registered, the possibility of registering with the computer procedure.

The computerised procedure will issue a receipt with the date and time the application was sent.
