How to open and manage an accommodation facility equipped to host young travellers and their accompanying persons

Description

Youth hostels offer accommodation mainly to young travellers (aged up to 30 years) and accompanied groups, for a maximum stay of no more than 15 consecutive days.

Restrictions

The Youth Hostel operation must comply with the applicable town planning, health, fire prevention and safety regulations.

It must meet the following minimum structural requirements

  • a minimum room surface area of 8 and 12 square metres for rooms authorised for one or two beds respectively, increased by 4 square metres for each additional authorised bed that may be superimposed on the basic bed
  • a minimum surface area of private bathrooms of at least 3 square metres and a minimum equipment consisting of a washbasin, bathtub or shower and a toilet
  • for rooms with at least 5 beds, the bathroom is divided into two separate compartments consisting of: a personal hygiene area consisting of a washbasin, bathtub or shower; a toilet area consisting of a toilet and a washbasin
  • in the case of rooms without a private bathroom, installation of common sanitary facilities to the extent of one washbasin for every 4 beds or fraction thereof and one toilet and one shower compartment for every 8 beds or fraction thereof
  • a minimum room equipment consisting of a table, wardrobe or walk-in wardrobe with space reserved for each guest and, for each sleeping place, a bed and a chair or stool
  • one or more common rooms with a total area of at least 0.8 square metres per bed, increased to 1 square metre per bed if the common rooms coincide with the dining rooms
  • at least one telephone set for common use
  • room or space for storing bicycles

Youth hostels may be equipped with one or more rooms used as a common kitchen for the personal preparation of meals by guests.

 

The following minimum service requirements must be ensured

  • reception service provided at least 8 hours a day
  • room cleaning service once a day
  • change of room linen at least twice a week and in any case at each guest change
  • constant supply of electricity, hot water and room heating
  • breakfast service also in agreement with another establishment
  • on-line booking service
  • credit card payment service.

The facility must ensure that at least ⅓ of the accommodation is made up of rooms with at least five beds.

Priority must be given to bookings by young guests (persons under 30 years of age), including in groups with an accompanying person.

The maximum length of stay per person may not exceed 15 consecutive days.

The operator of the activity is bound by the following obligations

  • Communicate the names of guests to the Public Safety Authority, within 24 hours, exclusively via the weballoggitati.it portal accessible with the credentials provided by the Trento Police Headquarters.
  • Enter tourist presences online (C59-ISTAT forms) in the Provincial Tourism System (STU) for the ISTAT statistical survey.

What to do

Submit the SCIA - segnalazione certificata di inizio attività for CAVs to the competent municipality through the Sportello unico telematico delle attività produttive (SUAP) of the Trentino municipalities, accessible at the link: www.impresainungiorno.gov.it after authentication via SPID, CIE or CNS.

Modification or cessation applications must also be submitted in the same way.

Timeframes and deadlines

The competent Municipality, within 60 days of the communication, will carry out checks on the declarations and will communicate any reasons that prevent the continuation of the activity.
The Receptivity and Tourist Professions Office of the Tourism and Sport Service will provide the user with the credentials to access the provincial Tourism Information System(STU) to manage the appropriate registry changes and to communicate the presences for statistical purposes (C59-ISTAT).
