How to send online the ISTAT C59 data and Public Safety files to fulfil the legal obligations to communicate arrivals and departures of guests in hotel - non-hotel accommodation and private accommodation for tourist use

Description

The manager of an accommodation establishment or the owner of private accommodation for tourist use is subject to two regulatory obligations concerning their guests:

  • On-line sending of guest arrivals and departures (ex ISTAT form C-59) for statistical purposes aimed at monitoring guests in accommodation facilities. In Trentino it is possible to send the tourist movement to the Provincial Tourist Information System (for hotel and non-hotel structures) or to the DTU Accommodation System (for private accommodation) using one of the submission options provided, in agreement with your Promotion Board. The operator also has the possibility of directly accessing his own master data and obtaining the production of simple processing of his own data.

    For accommodation businesses, this regulatory obligation is established by the Decree of the President of the Council of Ministers of 22 July 2011 - art. 1, which stipulates that, as of 1 July 2013, the exchange of data for statistical purposes between businesses and public administrations must take place exclusively via telematics.

  • On-line communication of guests' personal details by entering the data in the Public Security's web-housing system.
    All establishments offering accommodation (regardless of days of stay) are obliged to communicate exclusively online, within 24 hours of arrival, the details of guests accommodated by manually entering the data in the Weballoggiati system system or through a compatible file produced by their own management system.

    The legal obligation to send accommodation files electronically for all accommodation facilities, including lodgings, came into force on 22 December 2011 with Law No. 214 and was reinforced with the provisions contained in the Decree-Law of 7 January 2013.

Restrictions

Requirements

  • Be a tourist accommodation facility recognised by the Autonomous Province of Trento's Tourism Service or an owner of private tourist accommodation registered in the provincial DTU accommodation system
  • Have internet access
  • If using management software, check that the IT company supplying the software has already carried out congruence tests on the programme for sending ISTAT and PS files. (see list of approved hotel management software and technical documentation)

With the credentials provided by the Accommodation Office of the Tourism Service access the system STU and activate tosend the data on-line (ex ISTAT C-59 models) using one of the following methods:

  • Manual entry: for establishments that do not have a facility management system
  • Insertion from file: sending of files downloaded from an authorised hotel management system
  • Sending web service: sending data directly from the facility management system

With the credentials provided by the Police Headquarters of Trento you can access the portal Weballoggiati portal and send the personal details of your guests within 24 hours.

Special cases

The Alpine refuges included in the list of the Provincial Tourism Service are exempt from telematically sending the lodgers to Public Safety.
