How to open and manage an accommodation business to temporarily host people or groups on a non-profit basis

Description

Holiday homes are accommodation establishments, managed directly or indirectly, equipped and organised to temporarily accommodate persons or groups on a non-profit-making basis.

Holiday group homesare those equipped for the stay of persons organised on a voluntary basis, who directly self-manage the facility during the period of their stay.

Holiday homes are also considered to be accommodation complexes with similar purposes such as guest houses, student hostels, youth hostels, religious houses of hospitality, holiday centres for the elderly or minors and the like.

Holiday group homes may mainly accommodate the categories of persons indicated in the SCIA and who are employees of public or private administrations or companies or members of bodies, associations or other organisations operating for social, cultural, welfare, religious or sporting purposes.

Restrictions

Traditional holiday homes and those with the designation 'group holiday homes' must comply with the applicable town planning, health, fire prevention and safety regulations.

Traditional holiday homes must meet the followingminimum structural requirements

  • a minimum room surface area of at least 8 and 12 square metres for rooms authorised for one or two beds respectively, increased by 4 square metres for each additional bed authorised; for the attainment of the minimum surface area, the walk-in wardrobe is also taken into account up to a maximum of 2 square metres
  • a minimum surface area of private bathrooms of at least 3 square metres and a minimum equipment consisting of a washbasin, bathtub or shower and toilet;
  • for rooms without a private bathroom, installation of common sanitary facilities to the extent of one washbasin for every 4 beds or fraction thereof, and one toilet and one shower compartment for every 8 beds or fraction thereof
  • one or more common rooms with a total area of at least 0.8 square metres per sleeping place increased to 1 square metre per sleeping place if the common rooms coincide with the dining rooms
  • at least one telephone for common use;

The occasional and temporary addition of a bed is permitted in each room if guests accompany a minor, but it must be removed when the guest leaves.

The following minimum service requirements must be ensured

  • reception service ensured at least 8 hours a day
  • room cleaning service once a day;
  • change of room linen at least twice a week and at each change of guest;
  • constant supply of electricity, hot water and room heating.

On the other hand, aholiday homewith the term "group home" must meet the followingminimum structural requirements

  • A minimum room surface area of at least 8 square metres; another bed may be superimposed on each basic bed as long as a minimum cubic capacity of not less than 8 cubic metres per bed is guaranteed in each room. An illuminometric ratio of not less than 1/12 of the floor area or a minimum cubature of not less than 6 cubic metres per bed and a ratio of not less than that stipulated in the regulations of the municipality with jurisdiction;
  • for rooms without private bathroom, installation of common sanitary facilities to the extent of one washbasin for every 5 beds or fraction thereof as well as one toilet compartment and one shower compartment for every 10 beds or fraction thereof;

There are no minimum service requirements

The operator of the activity is bound by the following regulatory obligations:

  • Communicate the names of guests to thePublic Safety Authority, within 24 hours, exclusively via the weballoggitati.it accessible with the credentials provided by the Police Headquarters of Trento.
  • Enter tourist presences online (C59-ISTAT forms) in the Provincial Tourism System (STU) for the ISTAT statistical survey.
  • Pay theprovincial tourist tax, collected from guests, via the Pagosemplice portal on the established deadlines. All the information concerning the application of the provincial tourist tax can be found on the Trentino Riscossioni S.p.a website in the section dedicated to the tourist tax. Group Holiday Homes are not required to pay the tourist tax.

The manager of the Group Holiday Home is also required to inform the Municipality of its temporary closure if this lasts for a continuous period of more than 8 months.

Who it's for

The application may be submitted by non-profit organisations, associations, social cooperatives that manage the property and, in the case of group homes, take care of its allocation to the applicants.

What to do

Submit the SCIA - Segnalazione certificata di inizio attività per Casa per ferie (certified start-up notification for holiday homes ) to the relevant municipality via the Single Telematic Service for Productive Activities (SUAP) of the Trentino municipalities, accessible at the link: www.impresainungiorno.gov.it after authentication using SPID, CIE or CNS.

Modification or cessation applications must also be submitted in the same way.

Special cases

Guests ofgroup holiday homes, as well as guest houses, student hostels, youth hostels, religious houses of hospitality, holiday centres for the elderly or minors and the likeare not subject to the payment of tourist tax.

The following documents must be attached to the SCIA

  1. photocopy of valid identity card
  2. substitutive declarations of certification of moral requirements and anti-mafia declaration
  3. attachment B - substitute declaration of certification of the person in charge
  4. copy of valid residence card or residence permit (for non-EU citizens)
  5. receipt of payment of processing fees where applicable.

Timeframes and deadlines

The Receptivity and Tourist Professions Office of the Tourism and Sport Service will provide the user with the credentials to access the provincial Tourism Information System(STU) to manage the appropriate registry changes and to communicate the presences for statistical purposes (C59-ISTAT).

The Municipality has 60 days to carry out any checks on the documentation and to communicate any reasons that prevent the continuation of the activity.

The Municipality must also be notified of any subsequent change in the declared requirements and of any cessation of activity.
