Description
Individuals suffering from disabling pathologies and recognised as civil invalids, civil blind or deaf by the competent health authority are entitled to economic benefits, of a welfare nature, in the form of pensions and allowances.
Access to economic benefits involves two stages, one relating to the health assessment of the invalidating pathology and one relating to the verification of socio-economic requirements.
The assessment of the condition of invalidity, blindness or deafness is the responsibility of the Operative Unit of Legal Medicine of the Provincial Agency for Health Services of Trento. The result of the health assessment report is forwarded to the person concerned and to the Provincial Agency for Supplementary Assistance and Welfare (Apapi), for verification of socio-economic requirements.
In order to access economic benefits, the interested party must submit an application to the Provincial Agency for Assistance and Supplementary Welfare, which, after verifying the residual requirements, will grant and pay the benefit.
Economic benefits for civil invalids are divided into pensions and allowances; pensions are subject to income limits (reference is made to personal income subject to Irpef). Allowances are paid without income limits.
The amounts of pensions and allowances vary depending on the type of disability, age and recognised percentage of disability.

Benefits are paid for 13 monthly payments, starting from the first day of the month following the submission of the application for health assessment.
In the event of the death of the beneficiary, the legitimate heirs have the right to receive the accruals accrued at the date of death, even if the death occurred before the health assessment was carried out, or after the health assessment but before the adoption of the granting measure by Apapi.
