Description
Persons suffering from disabling conditions and recognised by the competent health authority as having a civil disability, or as being blind or deaf, are entitled to financial benefits of a welfare nature, paid in the form of pensions and allowances.
Access to these financial benefits involves two stages: one relating to the medical assessment of the disabling condition and the other relating to the verification of socio-economic eligibility criteria.
The assessment of disability, blindness or deafness is the responsibility ofthe Forensic Medicine Unit ofthe Integrated University Health Authority of Trentino. The outcome of the medical assessment report is sent to the applicant and to the Provincial Agency for Assistance and Supplementary Social Security (Apapi) for the verification of socio-economic eligibility criteria.
To access financial benefits, the person concerned must submit a specific application to the Provincial Agency for Assistance and Supplementary Social Security, which, following verification of the remaining eligibility criteria, will grant and disburse the benefit.
Financial benefits for civilians with disabilities are divided into pensions and allowances; pensions are subject to income limits (referring to personal income subject to personal income tax). Allowances are paid without any income limits.
The amounts of pensions and allowances vary depending on the type of disability, age and the recognised degree of disability.
The table available at the following link sets out the amounts of pensions and allowances for the years 2025 and 2026.
Benefits are paid for 13 months, with effect from the first day of the month following the submission of the application for medical assessment.
In the event of the beneficiary’s death, the legal heirs are entitled to receive the amounts accrued up to the date of death, even if the death occurred before the medical assessment was carried out, or after the medical assessment but before Apapi issued the decision granting the benefit.
