Environmental aid - L.p. 6/2023

The facilitation measure supports business investments for energy transition, environmental protection,circular economy andenergy efficiency, to be implemented in the territory of the Province of Trento.

The facilitating measure, implemented under Provincial Law no. 6/2023 "Interventi a sostegno del sistema economico trentino", is governed by the specific provisions of the individual interventions relating to the facilitating measure "Aid for business investments for energy transition, environmental protection, circular economy and energy efficiency" and by the general provisions common to all the interventions.

What it finances

The following investment initiatives are subsidised

• wood biomass plants for production processes (submeasure C1)
• district heating plants (submeasure C2);
• high-efficiency cogeneration plants for production processes (sub-measure C3);
• deep envelope rehabilitation - non-accommodation sector installations (submeasure C4);
• deep envelope rehabilitation - hospitality sector plants (submeasure C5);
• biogas cogeneration plants (sub-measure C6);
• renewable hydrogen plants (submeasure C7);
• photovoltaic installations (submeasure C8);
• environmental protection investments (submeasure C9).

Applications are examined by means of an evaluative procedure.

Incentivisation and spending limits

The incentive is granted under an exemption scheme pursuant to Commission Regulation (EU) 651/2014 of 17 June 2014.

Applications with an expenditure amount exceeding EUR 10 million are not facilitated.

Eligible investments must

• be carried out within an operating unit located in the territory of the Province of Trento, in possession of specific requirements (Check point 3, paragraph 8, of the general provisions common to all the interventions, and point 7, paragraph 5, of the specific provisions of the individual interventions relating to the incentive measure "Aid for business investments for energy transition, environmental protection, circular economy and energy efficiency", the conditions and requirements that the operating unit must comply with);
• be completed within 3 years from the date the incentive is granted.

Investments must be started as follows

• after the date of submission of the application for the sub-measures related to district heating systems (C2), deep envelope redevelopment - non-accommodation sector installations (C4), deep envelope redevelopment - accommodation sector installations (C5), investments for environmental protection (C9)
• also prior to the date of submission of the application but in any case after the opening date of the application deadline (1 February 2024), for sub-measures relating to wood biomass plants for production processes (C1), high-efficiency cogeneration plants for production processes (C3), biogas cogeneration plants (C6), renewable hydrogen plants (C7), photovoltaic plants (C8). Expenditure must in any case be incurred after the date of submission of the application.

Further obligations are set out in the general provisions common to all the measures and in the specific provisions of the individual measures relating to the aid measure 'Aid for business investments for energy transition, environmental protection, circular economy and energy efficiency'. These include the obligations to maintain the operating unit in the provincial territory, employment and economic-capital obligations.

Projects with eligible expenditure exceeding EUR 1 million are also subject, for the purposes of granting the incentive, to the signing of a Pact between the Province and the company requesting the incentive. In the Pact, objectives and obligations for the development of the territory are shared.

Enterprises of any size meeting the requirements laid down in the specific provisions of the individual aid measure 'Aid for business investment in energy transition, environmental protection, circular economy and energy efficiency' or in the general provisions common to all aid measures.

The application may be submitted by:

• Owner, legal representative of the company
• Delegate

Each enterprise may submit one application per year, from 1 January to 31 December, for each individual sub-measure.

Each application must refer to a single operational unit and a single sub-measure.

The application must be submitted to the examining body - Provincial Agency for the Encouragement of Economic Activities (APIAE) - by certified electronic mail (PEC) at: apiae.incentivi@pec.provincia.tn.it.

• Insurance contract covering damages, directly caused by natural disasters and catastrophic events occurring on the national territory, to the assets indicated in paragraph 1 of Article 2424 of the Italian Civil Code, (asset section, item B-II, numbers 1), 2) and 3)), pursuant to Law no. 213/2023 (art. 1, paragraphs 101 et seq. as amended by art. 13 of Decree-Law no. 202/2024 and art. 1 of Decree-Law no. 39/2025).

  The insurance contract is required as an access requirement for applications submitted from:

  • 30 June 2025, for large enterprises;
  • 2 October 2025, for medium-sized enterprises;
  • 1 January 2026, for small enterprises.

  Compliance with the obligation to take out the insurance contract is also required for incentive applications submitted before the aforementioned deadlines and granted after the same.
  

• Affixing of theunique project code - CUP on invoices issued from 1 June 2023 and relating to incentive applications submitted from 22 April 2023, according to the operative indications provided for by the Resolution of the Provincial Council no. 728 of 23 May 2024.
