Description
The measure to support liquidity is implemented under the Energy Protocol scheme between the Autonomous Province of Trento, Cassa del Trentino S.p.A., Banks, Financial Intermediaries and Confidi. The economic operators who activate financing lines (Energy Line) with the Banks participating in the Energy Protocol will receive a contribution from the Province, aimed at reducing the cost of debt.
Main characteristics of the financing lines (Energy Line)
- DURATION: maximum 8 years (of which 2 years of pre-amortisation)
- DEPRECIATION PERIOD: 2 years with a maximum all-inclusive fixed annual interest rate of 3%(interest paid, in arrears, by the end of the 12th and 24th month from the disbursement of the financing)
- AMORTISATION PERIOD: maximum 6 years, at a variable annual rate not exceeding 6-month Euribor plus a maximum spread of 250 bps

The subjects participating in the Energy Protocol
The banking institutions with which the Energy Facility may be activated are:
- CassaCentrale Banca (Cassa di Trento Lavis Mezzocorona Valle di Cembra and Alta Vallagarina, Cassa Rurale Alta Valsugana, Cassa Rurale Alto Garda - Rovereto, Cassa Rurale di Ledro, Cassa Rurale Novella and Alta Anaunia, Cassa Rurale Vallagarina, Cassa Rurale Valsugana e Tesino, Cassa Rurale Val di Fiemme, Cassa Rurale Val di Non - Rotaliana e Giovo, Cassa Rurale Val di Sole, FPB Cassa di Fassa Primiero e Belluno, Cassa Rurale Adamello Giudicarie Valsabbia Paganella);
- Mediocredito Trentino Alto Adige;
- Raiffeisen Schlern-Rosengarten;
- Sparkasse;
- Volksbank.
Cooperfidi and Confidi Trentino Imprese also adhered to the Protocollo Energia, called upon to grant guarantees on the financing lines activated by economic operators under the Protocollo Energia.
Contribution measure
The contribution is determined at a flat rate of 1.50%, calculated on the value of the amount borrowed and relating to the first two years of the loan. The contribution is disbursed as a lump sum following the payment of the first instalment of interest.
In implementation of DGP 39/2024, starting from 7 February 2024, the contribution will be granted under the de minimis regime pursuant to the new Regulation 2023/2831. Until 30 June 2024, the contribution may be granted under the old de minimis Regulation (Regulation 1407/2014 as amended) only if more favourable to the applicant in terms of aid ceiling.
For operators active in the primary production of agricultural products and in the fisheries and aquaculture sectors, in line with the provisions of DGP 1069/2024, until 31/12/2024 the contribution will be granted under the Temporary Crisis and Transition Framework scheme. As from 1 January 2025, contributions will be granted under the de minimis regime pursuant to the new Regulation 2023/2831 or, if not applicable, pursuant to Regulation 1408/2013 and Regulation 717/2014 in compliance with the maximum thresholds provided for.
For companies active in the processing and marketing of agricultural and non-agricultural food products, in the forestry sector and for those carrying out activities related to the agricultural, forestry, fishing and aquaculture sectors, from 1 July 2024 contributions will be granted under the de minimis regime pursuant to the new Regulation 2023/2831.
Restrictions
Obligations
Access to the grant entails the following obligations
- not to repay or reduce the financing during the grace period;
- to keep and make available upon request of the competent provincial administration and for a period of two years following the date of disbursement of the financing, the documentation proving the fulfilment of the requirements for access to the grant
- promptly notify the Bank, and in any case within 30 days from the occurrence of the events, of any change relevant to the granting of the financing and the related contribution or to their maintenance.
