Certified notification for events with up to 2,000 people – SCIA2000

For live performances (excluding dance events, nightclubs, DJ sets and country fairs) with a maximum of 2,000 attendees, it is possible to submit the relevant SCIA (Certified Notification of Commencement of Activity). 

The event must take place over the course of a single day, between 8.00 am and 1.00 am the following day, and must be of an occasional nature.

A SCIA cannot be submitted; instead, a specific application (see below under ‘related services’) must be made for events:

• involving other types of entertainment
• or with a different timeframe
• or of a permanent nature

To hold the event, you must:

• submit to the Trento Police Headquarters (certified email: dipps183.00f0@pecps.poliziadistato.it) thenotice of a public event(Article 18 of Royal Decree 773/1931 – T.U.L.P.S.)
• comply with the requirements set out in Provincial Council Resolution No. 814 of 18 May 2015 regardinghealthcare provision at gatherings and events in Trentino

It is also mandatory to:

• comply with the provisions of current legislation oncopyright, ensuring, where applicable, the proper payment of the amount due in accordance with the terms and procedures laid down by law
• to obtain any additional authorisations (licences, authorisations, concessions, approvals, permits, insurance, etc.) required by other sector-specific regulations in order to carry out the activity in question

The event must be limited to a maximum of 2,000 participants, take place over the course of a single day, between 8.00 am and 1.00 am the following day, and be of a one-off nature.

This service is aimed at anyone wishing to organise public performances or entertainment events in a public or private area, or on premises.

The SCIA may be submitted by the private individual directly concerned or, in the case of a company or organisation organising the event:

• by the owner of the venue, public establishment or other premises
• by the owner of a sole trader business
• by the legal representative
• by the chairperson
• by the authorised representative

The application may be submitted by the private individual directly concerned or, in the case of a company organising the event:

• by the owner of the premises, public establishment or other
• by the owner of a sole trader business
• by the legal representative
• by the chairperson
• by the authorised representative

The report must be submitted online via the “Stanza del cittadino” platform by clicking on “Access the online service” below. 

You are required to enter the following details in the report:

• the name of the event
• the venue and the type of venue where the event will take place
• the days and times when the event will take place
• the type of event
• any artists involved
• the expected number of participants
• details of the organiser, if different from the person submitting the SCIA

To submit the notification, the following are required:

• certification thatthe land or premises, whether public or private,are available for the event
• authorisation from the local council regardingnoise pollution
• a safety management plan in accordance with the provisions of the Ministry of the Interior Circular of 18 July 2018 (to be attached to the SCIA)
• compliance with the moral requirements set out in Article 11 of Royal Decree 773/1931 and Article 67 of Legislative Decree 159/2011

A) In the case of an event organised at a venue (premises, public establishment, outdoor area, marquee or other) for which theProvincial Supervisory Commission has already issued a favourable opinion within the two years precedingthe date of the event, the following is also required:

• attach the declaration for temporary installations (Form TEMP)
• state the number and date of the minutes of the Provincial Supervisory Commission (where specified in the minutes, the professional, who must be registered in the register of engineers, architects, industrial surveyors or quantity surveyors, is required to provide the organiser with thetechnical inspection declaration afterthe installation of the structures and systems)

B) in the case of an event organised at a venue (premises, public establishment, outdoor area, marquee or other) for which a certificate of occupancy has been issued pursuant to Article 80 of the T.U.L.P.S., the following must also be indicated:

• the number and date of the occupancy permit issued by the relevant provincial administrative police department

C) in the case of an event organised inside a church, it is also necessary to:

• attach the declaration in lieu of an affidavit (Churches Form)
• state the name, contact details and professional register of the professional who drew up the form. The professional must be registered in the register of engineers, architects, industrial surveyors or land surveyors.

D) In the case of an event organised within premises, a public establishment or other venue lacking a certificate of occupancy, pursuant to Article 80 of the T.U.L.P.S., issued by the competent provincial administrative police authority, it is necessary to:

• attach the technical report for occasional events (Form REL)
• state the name, contact details and professional register of the professional who has drawn up the form, certifying that the venue where the event is to take place complies with the technical regulations laid down by decrees of the Ministry of the Interior, including with regard to the structures, equipment and installations in place. The professional, who must be registered in the register of engineers, architects, industrial surveyors or land surveyors, is required to provide the organiser with thetechnical inspection certificateonce the structures and installations have been put in place.

Provided it is correct, the SCIA allows the event to take place from the date on which it is submitted.
