Description
Strategic Environmental Assessment (SEA) is a process designed to ensure that the significant environmental impacts of implementing certain Plans and Programmes are taken into account during their preparation and prior to their approval. The SEA process aims to ensure a high level of environmental protection by helping to integrate environmental considerations into the preparation, adoption and approval of certain Plans and Programmes.
The ERDF Programme 2021-2027 has been subject to SEA because the Programme's development strategy promotes interventions affecting environmentally sensitive and relevant sectors such as energy.
The competent body for the elaboration of the 2021-2027 ERDF Programme is theUMSe Europa of the Autonomous Province of Trento. The Environmental Structure within the Strategic Environmental Assessment (SEA) process is the Provincial Agency for Environmental Protection (APPA) .
The SEA process, which began at the same time as the Programme definition phase, took the form of the drafting of a Preliminary Environmental Report and of a subsequent 'Final' Environmental Report, subject to public consultation and participation by the main environmental stakeholders. Subsequently, as required by the SEA regulations, the competent environmental structure (APPA) issued its opinion. The environmental monitoring of the ERDF programme, which is the subject of specific documentation, is also part of the SEA process.
At the conclusion of the SEA process, the ERDF Programme was accompanied by the following final documents
- Environmental Report of the ERDF Programme 2021-2027;
- Non-Technical Summary of the Environmental Report;
- Summary Statement of the SEA of the 2021-2027 ERDF Programme.
Reference regulations
The Strategic Environmental Assessment was carried out in accordance with Art. 6 of the d.P.P. 3 September 2021, no. 17-51/Leg "Regulation on the Strategic Environmental Assessment (SEA) of plans and programmes of the Autonomous Province of Trento, transposing and implementing Directive 2001/42/EC, and amending related provisions" of the European Parliament and of the Council on the assessment of the effects of certain plans and programmes on the environment.
