Provincial Law no. 9 of 1 July 2011 "Disciplina delle attività di protezione civile in provincia di Trento" (Regulations on civil protection activities in the province of Trento) places the task of forecasting hazards and risks (art. 6, paragraph 3) under the responsibility of the Province by drawing up and updating 'hazard maps' (art. 10, paragraph 1), which cover hazards related to hydrogeological, avalanche, flooding, seismic phenomena, forest fires, certain hazardous substances, suspended cables or other obstacles to air navigation and unexploded ordnance.
These instruments constitute the reference basis for defining the Hazard Synthesis Map (CSP), provided for by art. 22 of Provincial Law no. 15 of 4 August 2015 (Provincial Law for the Government of the Territory), which identifies the areas with different penalties for the purposes of applying the land use provisions of Provincial Law no. 5 of 27 May 2008 'Approval of the new Provincial Urban Plan'.
In particular, the Summary Hazard Map is one of the constituent elements of the Provincial Urban Plan PUP (paragraph 4, letter d, of Article 21 of Provincial Law no. 15 of 4 August 2015 and paragraph 1 of Article 3 of Provincial Law no. 5) and has the task of identifying the areas characterised by different degrees of penalty for land use purposes, due to the presence of hydrogeological, avalanche, seismic and forest fire hazards, described in the Hazard Maps (Article 10 of Provincial Law no. 9 of 1 July 2011 and Article 14 of Provincial Law no. 5 of 27 May 2008).
With regard to hazard, the Hazard Synthesis Map represents the new reference instrument for urban planning and with its entry into force, the provisions of the Geological Synthesis Map and the land use provisions of the General Plan for Public Water Use cease to apply (paragraph 2, art.22 of Provincial Law no. 15 of 4 August 2015).
With resolution no. 1738 of 29 September 2023, the Provincial Council approved the latest version of the 'Technical Provisions for the drafting of the Hazard Synthesis Map'.
These, in coherence with the provisions of Article 14 of Provincial Law no. 5 of 27 May 2008, establish the technical dispositions and methodology for the drafting of the Hazardousness Summary Map and the procedures for the identification of the areas characterised by different degrees of penality, as well as the river areas of hydraulic interest of the General Plan for the Use of Public Waters.
With Resolution no. 1748 of 29 September 2023, the Provincial Council approved the first update of the Hazardousness Summary Map for the entire provincial territory, in force as of 6 October 2023, the day following its publication in the B.U.R.
The G.P., with Resolution no. 379 of 18 March 2022, approved the update of Annex C of Resolution no. 1317 of 4 September 2020 containing indications and specifications for the application of the provisions concerning areas with high, medium or low penalties and areas with other types of penalties.
The cartographic contents of the approved CSP are available on the web for anyone via web-gis with the possibility of viewing cartographies theme by theme and downloading shapefiles, TIFFs and multi-layer PDFs at the scale 1:10,000.
