General information
In 2018, the Province entered into an institutional cooperation agreement with UNI - Ente italiano normazione, which is responsible in Italy for the definition of regulatory standards (e.g. ISO standards) - aimed at defining ten 'Reference Practices', in areas of particular interest for the territory.
In fact, the Province recognises the significant value of voluntary standardisation initiatives, which can improve the efficiency, effectiveness and competitiveness of the economic system, helping to promote attention to innovation, competitiveness, consumer and user protection, environmental protection, and the quality of products, processes, services and professions.
The agreement between the two bodies provides for the development in special working tables, of ten technical documents 'Reference Practices', on topics identified by the Province. These tables will be attended from time to time by the main stakeholders in the specific field or experts identified in agreement between the province and UNI.
Who is/what does UNI do
A private non-profit association, founded in 1921, UNI - Ente italiano di normazione- is the Italian national standards body as identified by legislation (EU Regulation no.1025/2012 and Legislative Decree no. 223/2017).
It draws up technical standards in all sectors of the economy, which define the characteristics (performance, environmental, safety, organisational, etc.) of a product, process, service or profession, according to the 'state of the art'
Reference practices
The reference practices (Uni/PdR) are one of the pre-normative documents for the transfer of innovation and so-called best practices, drawn up on the basis of a rapid process of sharing between stakeholders, in order to grow and prepare the context for a greater diffusion of virtuous examples.
They are simpler than technical standardisation (ISO standards) and are characterised by being:
- Voluntary and experimental in application, remaining valid for 5 years;
- They are disseminated free of charge via the UNI online catalogue;
- Elaborated by a small group for maximum speed of approval;
- Their application does not require 'external' verification by a certification body, although this may be envisaged;
- They do not deal with well-established standards but with best practices to be proposed to the market.
Goals
These are the reference practices identified in the cooperation agreement:
- Alpine pastures and meadows - Guidelines for the management of Alpine pastures and meadows
- Project documentation - Support guidelines for enterprises benefiting from European, national, regional and provincial incentives: the "collation of project documentation
- Simplified Organisation and Management Model for health and safety at work, as per Legislative Decree 81/2008, for micro and small enterprises
- Code of Ethics for personnel assigned to supervisory and control inspection functions
- "Guidelines for the definition of 'km 0 agri-food product
- Simplified organisation, management and control model pursuant to Legislative Decree no. 231/2001 for the prevention of offences against the Public Administration and corporate offences in micro and small enterprises
- Sustainability rating for smaller enterprises - Self-assessment model
- Qualification of contracting stations
- School transport - Service quality, safety and sustainability requirements
- Assessment for the internationalisation of small and medium-sized enterprises (under development)
Milestones
The project comprises two phases
- In the first phase the working tables on the different areas are defined and reference practices are elaborated
Following the publication of a sufficient number of reference practices
- In the second phase, the method of disseminating the practices identified by the working groups in companies was defined, with their valorisation in company-PA relations, also with a view to simplifying and rationalising controls.
