The National Recovery and Resilience Plan for Italy (NRP), with measure M2C4 - Investment 3.4 'Remediation of 'orphan sites', with an allocation of EUR 500 million, aims to restore the soils of 'orphan sites', as defined by Article 2 of the Decree of the Minister of the Environment and Protection of Land and Sea No. 269 of 29 December 2020: the so-called 'orphan sites' are those contaminated sites that have not been remediated by those responsible or by the owners of the land, because they are unknown or in default.
Specifically, the PNRR provides that the Ministry of Ecological Transition shall adopt by its own decree, pursuant to Article 17 of Decree-Law No. 152 of 6 November 2021, an Action Plan that identifies the orphan sites of all the Regions and Autonomous Provinces and identifies the specific actions to be undertaken, in agreement with the Unified Conference, on the basis of the information provided by the Administrations concerned.
In this regard, the Autonomous Province of Trento, through the Provincial Agency for Environmental Protection (APPA), has obtained - by decree of the Director General of the Directorate for Environmental Remediation of the Ministry of Ecological Transition no. 222 of 2021 and subsequent amendments - the inclusion of the following sites in the list of potentially fundable interventions, compatibly with national financial availability
- former steel mill dust dump in the locality of S. Lorenzo in the municipality of Borgo Valsugana
- contamination of Via Gozzer land in the municipality of Borgo Valsugana
- reclamation of the former Alumetal area in the municipality of Mori
- reclamation of the Casotte area in the Municipality of Mori - Lot No. 3
Subsequently, by Resolution of the Provincial Council no. 935 of 26 May 2023, the Province took note of the allocation of funding for the "reclamation of the Casotte area in the Municipality of Mori - Lot no. 3, by the Minister of the Environment and Protection of Land and Sea with Decree no. 301 of August 4, 2022 and - by resolution of the Provincial Council no. 2010 of October 20, 2023 - the outline of the "Agreement for the implementation of the remediation and environmental restoration of orphan sites in the Autonomous Province of Trento" was approved.
The reclamation of the 'Casotte' area aims to secure five underground tanks containing waste and potentially polluting material. The tanks will be replaced by a new, completely impermeable containment structure.
The area of land affected by the intervention is 15,000 square metres.
Goals
Reduce land take and improve urban regeneration by redeveloping orphan sites.
The objective of the Mission is therefore to redevelop at least 70 % of the land area of orphan sites.
