Artificial intelligence (AI) is a set of technologies that can transform and enhance social and economic activities, increasing the efficiency and operational effectiveness (also) of public administrations.
The impact of artificial intelligence does not only reverberate within the Administration, but also externally, showing potentialalso in terms of improving the efficiency of services rendered to citizens and organisations. In a context of limited resources and growing expectations on the part of citizens, AI can become a fundamental ally in optimising time, reducing errors and increasing the productivity of services. With specific legislated guarantees and limitations, some AI systems also affect the exercise of the administrative function in procedural and/or procurement processes.
The resolution approves two documents:
- The Guidelines for the use of Artificial Intelligence in the working environments of the Autonomous Province of Trentoas a first application, to all employees who, even occasionally, use artificial intelligence systems and models on behalf of the Province in the context of their work activities, agreed in advance with the UMSE IA, an operational tool containing clear instructions and procedures for the proper management and compliant use of such technologies;
- The Action Plan concerning priority actions involving the use of artificial intelligence tools to support administrative activities and improve services
On 1 August 2024, Regulation (EU) 2024/1689 of the European Parliament and of the Council called the AI Act, which regulates the use of artificial intelligence systems within the European Union, came into force. The guidelines approved here, have been drawn up in accordance with current regulations, especially with respect to the AI Act and the General Data Protection Regulation (GDPR).
The introduction and use of AI-based solutions entail legal, operational and ethical challenges in addition to the expected benefits. It is important that these AI models and systems are used in public administrations in a responsible and conscious manner, which is why below are some basic steps that are useful for a conscious use of artificial intelligence systems:

AI solutions allowed in the PAT working environment
- Gemini AI: This is an AI-based assistant that exploits Google's Gemini language models. Designed to enhance users' reativity and productivity, it offers a wide range of features.
- GeminiWorkspace: this is Gemini's artificial intelligence integrated directly into Google's suite of productivity and collaboration applications, such as Gmail, Documents, Sheets, Presentations and Drive.
In addition, the use of other AI-based systems specifically authorised by the administration for work purposes is permitted, under the supervision of the UMSE for Artificial Intelligence.
The use of AI tools (and of GenAI) other than those expressly authorised by PATis in no way permitted. In any case, the use of AI (or GenAI) based tools other than those authorised by the PAT through personal accounts is not permitted where they are used for work purposes.
Examples of use of authorised AI systems
Acceptable use:
- drafting of internal and external emails;
- summaries of non-confidential documents, reports or lengthy email conversations;
- creation of images or layouts for internal presentations;
- assistance in researching information on general or public topics;
- support in learning and understanding complex concepts;
NOT acceptable use (for any AI system, even if authorised):
- entering personal data or information classified as confidential or privileged;
- generating or disseminating content that is discriminatory, offensive, violent, illegal or violates the rights of others;
- make automated decisions with a significant impact on individuals or processes, without human supervision and validation;
- presenting the output of an AI system as one's own original work even though the AI contribution constitutes a substantial part of the output, without indicating its use;
- obtaining unauthorised access to information or systems;
- using AI systems that violate laws, regulations or other PAT internal policies;
- for non-work or personal activities.
