Responsibilities and functions
The Centre offers local policy analysis, mentoring and capacity-building programmes for central and sub-national governments for better policy implementation. The analytical framework focuses on the implications of economic and policy trends for people, businesses and places.
The Centre was established by the OECD, the Italian Government and the Autonomous Province of Trento in 2003 and is an integral part of the OECD Centre for Entrepreneurship, SMEs, Regions and Cities.

Data analysis and research
Today, OECD countries face two major productivity challenges: declining growth and rising inequality. How can regional, rural and urban policy contribute to a more inclusive and dynamic system for economic growth?
Policy analysis
Analysing the effects of public policies at the sub-national, regional and local level is essential to effectively inform land-based development agendas. How can knowledge of local policies and practices for employment and economic development be strengthened?
Capacity building
Capacity building is creating, developing and enhancing the capabilities of organisations, communities and individuals to address challenges and achieve goals. How can we work collectively to overcome institutional barriers and vertical policy design by 'silos' and develop synergies?
