Submission of projects for labour and social inclusion - ESF+

The Notice, approved by Resolution No. 2160 of the Provincial Council of 23 December 2024 and amended by Resolution No. 1558 of 17/10/2025, finances training measures aimed at enhancing the professional skills of the weakest and most disadvantaged persons, encouraging their access and qualified participation in the labour market and supporting their social inclusion.

Interested organisations meeting the requirements set out in the Notice are invited to submit project proposals with a training content for the following operations

• 1A Interventions for job placement for people with disabilities;
• 1B Interventions for work integration for prisoners, subjects undergoing alternative forms of detention, former prisoners;
• 1C Interventions for the insertion into the labour market of people in disadvantaged conditions or with very high employment difficulties or asylum seekers, refugees or holders of protection;
• 1D Work integration measures for women who are victims of violence.

The project proposals must be aimed at enhancing transversal skills and the acquisition and/or development of new technical and specialised skills of the beneficiaries, who will be accompanied in a path of personal and professional growth in order to improve their employability and the possibility of accessing new employment opportunities.

The training activities will be structured in moments of theoretical-practical training in groups or individualised in classrooms or laboratories, activities accompanying job insertion/re-insertion and in possible training and orientation internship experiences; they may include more than one pathway, even of different durations, as long as they envisage the participation of a minimum of 4 and a maximum of 12 people per pathway. An exception is made for the measures presented for operation 1B, where the pathways may also provide for the participation of a single person.

The total amount of resources available for the funding of this notice is € 3,500,000.00 (€ 1,400,000 of which constitutes co-financing by the European Union - ESF+, equal to 40% of the total).

It should be noted that an amount of 50,000.00 euros (out of the total available resources referred to above) is reserved for the financing of additional expenses to ensure the accessibility of the interventions to participants with disabilities, as specified in paragraph 16 of the Notice.

This intervention is financed under Priority 3 "Social Inclusion" of the European Social Fund Plus (ESF+) 2021-2027 Programme of the Autonomous Province of Trento, with co-financing from the European Union, the Italian State and the Autonomous Province of Trento.

Implementation Timeframe

The actions referred to in this notice must be completed within 24 months from the date of the executive determination by which they were financed.

All public and private bodies having their registered office in the European Union may participate in this notice by submitting project proposals.

Temporary business groups, consortia and E.I.G.s may also participate.

The financing of the interventions is conditional upon theESF accreditation of the entity proposing the training.

Project proposals may be submitted from 12:30 p.m. on Tuesday, 4 February 2025 and by the deadline of 12:30 p.m. on Thursday, 6 March 2025, in accordance with the procedures set out in the Notice, using the dedicated IT procedure.

Interested entities must submit their project proposal through the IT procedure of SUBMISSION OF TRAINING INTERVENTIONS.

In order to access the computerised accreditation procedure, new organisations must first register in the REGISTRATION area. At the end of the registration procedure an access link will be communicated to the e-mail address to access the reserved area to fill in the project proposal online.

Project proposals are composed of the following documents

1. Application for funding (Model A): digitally signed by the legal representative or its delegate with power of signature, also containing the eventual delegation (if the Applicant intends to delegate portions of activities in accordance with the regulations set out in the "ESF+ Implementation Criteria") and in compliance with the current stamp regulations (16.00 euros);
2. Project description (Model B): drawn up in Italian language, with a maximum number of 50,000 (fifty thousand) characters and digitally signed by the legal representative or his/her delegate with power of signature;
3. Financial Estimate (Model C): compiled in accordance with paragraph 6 of the Notice and the "ESF+ Implementation Criteria", digitally signed by the legal representative or its delegate with power of signature
4. General Management Provisions: digitally signed by the legal representative or its delegate with power of signature;
5. In the case of project proposals submitted by R.T.I., Consortia or G.E.I.E.: not yet constituted: declaration concerning the constituting R.T.I./Consortium/G.E.I.E. (Model D) digitally signed by all the legal representatives or their delegates with power of signature. In this case, Models A), B), C) and the General Management Provisions must be digitally signed by all the subjects intending to participate in the grouping, consortium or G.E.I.E. Formed: copy of the deed of constitution. In this case, models A), B), C) and the General Management Provisions must be digitally signed by the legal representative of the grouping, consortium or E.I.G. or its delegate with signatory power.
6. Sharing Agreements: in the case of projects involving prisoners or persons subject to alternative forms of detention.

The submission of the documentation to the Administration will take place directly online through the computer system. In this area the proposing party will find all the information needed to plan and, if the Entity is not already registered, the possibility of registering with the computerised procedure.

As specified in par. 19 of the Notice, when submitting the project proposal, the Implementing Entity is required to enter the data of the beneficial owner(s) in the computer system. Failure to provide this information will inhibit the submission of the application.

The computerised procedure will issue a receipt with the date and time of submission of the application.
