Reimbursement of employers and self-employed persons for civil protection emergencies

With reference to the emergency management activities, for which a state of emergency has been declared, the Province, pursuant to Article 55, paragraph 1 of Provincial Law No. 9 of 1 July 2011
(a) reimburses the employer the equivalent of the emoluments paid for each worker engaged as a volunteer
b) pay the self-employed worker engaged as a volunteer the reimbursement for the loss of daily earnings, determined, as a lump sum, at a maximum of €103.29.

The benefits apply if the person's participation in the emergency management activity entails absence from work for at least 2 consecutive days and are due for the period exceeding the first day of absence from work.

Employers of civil protection volunteer employees and self-employed civil protection volunteers

For volunteers belonging to the fire brigades to their Unions or to the Federation of volunteer corps, the employers of the same and the self-employed volunteers must apply to the Provincial Fire Prevention Fund - Fire and Civil Protection Service of PAT

The application must be submitted, using the forms published on the institutional website of the Autonomous Province of Trento as well as at www.protezionecivile.tn.it, within 6 months of the conclusion of the emergency intervention, under penalty of ineligibility.
Modalities:
- direct delivery to the provincial structure responsible for risk prevention;
- transmission by postal service, by registered A/R letter. For compliance with the deadlines, the date of dispatch shall be considered as the date of dispatch;
- transmission by telematic means, in compliance with the relevant technical rules, to the address: serv.prevenzionerischi@pec.provincia.tn.it

The competent provincial structure investigates the applications and, within 90 days, adopts the measure granting or denying the reimbursement.
The reimbursement of lost earnings to self-employed workers and freelancers is determined by multiplying the daily income shown in the income tax return for the year preceding the reference year by the number of days they were employed as volunteers in emergency management activities.
The reimbursement of fees paid by employers is determined by multiplying the daily cost of each employee by the number of days the same employee was employed as a volunteer in emergency management activities.
Reimbursements are paid in a lump sum, within 30 days of the enforcement of the grant order.
