Public entertainment venues – guidance on temporary installations

A permit must be applied for in respect of temporary installations for entertainment or performance events (concerts, theatre or cinema performances, ice rinks, slalom courses, gymkhanas, road or ice races, marquees for country fairs, stages, grandstands; etc.), including the temporary conversion of premises intended for other uses (churches, castles, shops, public establishments, etc.)

Citizens and public authorities

The application (form 004434) should only be submitted if it is deemed appropriate to obtain a technical feasibility assessment before proceeding with the organisation of the event, given its complexity in terms of the facilities required and the significant numbers of people expected.

It may be delivered in person (accompanied by a photocopy of the applicant’s identity document), posted or sent by certified email to the following address: uff.polamm@pec.provincia.tn.it.

If sent via certified email, revenue stamps must be affixed to the email and duly cancelled; in the event of exemption from stamp duty (e.g. O.N.L.U.S.), the relevant legal provisions must be indicated in the application.

For one-off events, however, the application for entertainment events must be submitted via the ‘Ruangan Warga’ portal.

This form lists the technical documentation required for the Commission’s assessment, which does not incur any additional costs.

The project must be drawn up by qualified professionals, registered with the relevant professional bodies, within the scope of their respective areas of expertise.

It must consist of:

A general site plan on a scale of 1:500 showing:

• the location of the building or the area concerned
• access routes for emergency vehicles and areas designated for their parking
• areas designated for parking

Floor plans and sections on a scale of 1:100 showing:

• intended use of the rooms comprising the venue where the public performance is to take place and of the adjacent rooms
• layout of the furnishings and seating
• maximum estimated capacity for each room
• verification of the presence of adequate escape routes leading to the public highway, indicating the direction in which doors open and their width (measured at the narrowest point)
• the location of the toilets
• the position of fixed and portable fire-fighting equipment, together with their specifications
• location of emergency lighting points, electrical distribution boards and emergency electrical controls

Detailed technical reports, enabling the following aspects to be assessed:

• the type of seating provided and its layout, including in relation to the perimeter aisles
• characteristics of access points and escape routes, including verification of the evacuation flow rate calculations
• type of fire-fighting equipment provided, specifying the water supply characteristics
• accidental design overloads adopted for the dimensioning of floors, staircases, platforms, stages, parapets, etc., based on the type of activity envisaged, in accordance with the Ministerial Decree of 17 January 2018
• characteristics of glazed areas and their supporting structures, which must comply with the safety criteria set out in standard UNI 7697
• a description of any heating, ventilation and air-conditioning systems
• presence of fuel storage facilities

For the electrical installation, bearing in mind that designs drawn up in accordance with the guidelines of the Italian Standardisation Body (UNI) and the Italian Electrotechnical Committee (CEI) are considered to have been prepared in accordance with good engineering practice:

• system diagrams, floor plans, a technical report on the scope and nature of the works, with particular regard to the choice of materials and components to be used and the preventive and safety measures to be adopted (as provided for in Article 5 of Ministerial Decree No. 37 of 22 January 2008)
• characteristics of the emergency lighting system
• assessment of whether or not protective measures against direct and indirect lightning strikes are required, drawn up in accordance with the latest version of the technical standard CEI EN 62305 and in the manner set out in the specific technical guide CEI 81-30 (using the Ng value instead of Nt), taking into account the location and the incoming lines
