Approval for fixed structures (such as theatres, cinemas, meeting rooms, auditoriums, museums or art galleries, discotheques or dance halls, sports facilities, swimming pools, acrobatic parks, etc.) and for temporary structures (such as marquees, grandstands, sheds intended for a certain period of time for public entertainment, etc.).The project approval is issued, pursuant to Article 143 of Royal Decree no. 635 of 6 May 1940 (T.U.L.P.S.), by means of a special determination following the favourable opinion of the Provincial Commission of Supervision over theatres and other public entertainment venues. Description

It must be applied for in the following cases

  • construction or renovation of buildings (theatres, cinemas, multipurpose halls, auditoriums, museums, discotheques, dance halls, nightclubs, sports facilities, grandstands, swimming pools, acrobatic parks, etc.)
  • installation of travelling attractions (fun fairs) or circuses.

What to do

The application (form 004434) must only be submitted in the case of project opinions concerning fixed structures.

For occasional events, one of the applications must be submitted and the Commission's opinion is free of charge.

It may be hand-delivered, mailed or sent by certified mail to the following address: serv.polamm@pec.provincia.tn.it.

If it is not hand delivered, it must be accompanied by a photocopy of an identification document of the applicant.

The granting of the project approval is subject to the payment of stamp duty. Therefore, two € 16.00 revenue stamps must be produced together with the form (one for the application and one for the measure; three for acrobatic parks).

If the application is sent by pec, the revenue stamps shall be affixed to it and cancelled accordingly.

In the case of exemption from stamp duty (e.g. O.N.L.U.S.), the details of the law must be indicated in the application.

What you need

Documents to be submitted

The application must be submitted together with a copy of the project, which must be drawn up by qualified technicians, registered in the relevant professional registers, within the scope of their respective competences.

General planimetry on a scale of 1:500 with

  • location of the building concerned
  • access for emergency vehicles and areas for parking them
  • parking areas

Floor plans and sections on a scale of 1:100 with

  • intended use of the rooms comprising the public performance venue and adjacent rooms
  • arrangement of furnishings and seating
  • maximum assumed crowding for each room
  • location of the toilets
  • fire compartmentation with R.E.I. classification of structures and communication doors
  • positioning and surface area of smoke dampers (only in the presence of a stage)
  • exit routes to the public street, indication of door opening direction and width (measured at the narrowest point)
  • location of fixed and mobile fire-fighting equipment and its characteristics
  • location and type of fire detection and extinguishing systems
  • location of emergency lighting points, switchboards, electrical emergency controls
  • measures taken to ensure access and usability for the disabled

Detailed technical reports, enabling the following aspects to be assessed

  • fire resistance of the structures, taking into account the fire load
  • reaction to fire characteristics of furnishing and covering materials
  • type of seating planned and its arrangement, including in relation to perimeter corridors
  • characteristics of the accesses and escape routes, with verification of the calculation of the flow of people
  • type of fire-fighting equipment provided, specifying the water supply characteristics
  • characteristics of the systems adopted for detecting and signalling fire, description of the electrical power supply systems and the location of the control unit sensors and sound alarms
  • design accidental overloads adopted for the dimensioning of floors, stairs, platforms, stages, parapets, etc., according to the type of activity envisaged, in accordance with Ministerial Decree of 17 January 2018
  • characteristics of the glazed parts and relative containment structures, which must comply with the safety criteria set out in standard UNI 7697
  • characteristics of the heating plant (capacity of the plant, type of fuel used, capacity and location of the tank, indication of control and operating devices and fire dampers)
  • description of any heating, ventilation and air-conditioning systems

For the electrical system: projects drawn up in accordance with the guidelines of the Italian Unification Body (UNI) and the Italian Electrotechnical Committee (CEI) are considered to be drawn up according to good engineering practice

  • system diagrams, planimetric drawings, technical report on the consistency and typology of the works, with particular regard to the choice of materials and components to be used and the prevention and safety measures to be adopted (as provided for by art. 5 of Ministerial Decree no. 37 of 22 January 2008)
  • characteristics of the emergency lighting system
  • verification of the necessity or otherwise of the installation of protection measures against direct and indirect lightning, drawn up in accordance with the latest version of the technical standard CEI EN 62305 and with the methods laid down in the specific technical guide CEI 81-30 (using the value Ng instead of Nt)

As far as urban planning aspects are concerned

  • verify, with the competent Municipality, urban planning compatibility/conformity (also with reference to the parking parameter) in relation to the entertainment/entertainment activity requested

For acrobatic parks

  • Preliminaryphotographic documentation of the site hosting the park;
  • General planimetry on a scale of 1:1000 indicating

    • any areas at risk to people, such as petrol stations, watercourses, railways, etc;
    • accesses for emergency vehicles, areas provided for parking them;
    • location of the nearest road hydrants;
    • parking areas, which should be planned and located so as not to obstruct escape routes or access to emergency vehicles in case of need.

    Graphic drawings on an appropriate scale, showing

    • planimetry of the area concerned with the planned routes; longitudinal profiles/sections of the routes;

    General technical report with:

    • description of the site, routes, any structures and/or installations serving the park;
    • equipment used (PPE list - personal protective equipment);
    • health and hygiene regulations;

    Detailed technical report on the routes containing data on

    • design of the passages (choice of supports, their sizing)
    • materials used;
    • safety requirements;
    • signposting of the passages;
    • difficulty of the routes;
    • rules for using the routes;
    • signposting for users and spectators on the ground;

    Technical report on the trees (if they support the routes) with:

    • tree resistance;
    • diagnosis of tree quality;
    • tree and root protection;
    • sheets for each individual tree;

    For the electrical installation:

    Plans drawn up in accordance with the guidelines of the Italian Unification Body (UNI) and the Italian Electrotechnical Committee (CEI) are considered to be drawn up according to good engineering practice.

    • schematics of the system, planimetric drawings, technical report on the consistency and type of work, with particular regard to the choice of materials and components to be used and the prevention and safety measures to be adopted (as provided for by Art. 5 of Ministerial Decree no. 37 of 22 January 2008);
    • characteristics of the emergency lighting system;
    • verification of the necessity or otherwise of the installation of protection measures against direct and indirect lightning strikes, drawn up in accordance with the latest version of the technical standard CEI EN 62305 and with the methods laid down in the specific technical guide CEI 81-30 (using the value Ng instead of Nt).

Starting on the day following receipt of the application. Failure on the part of the structure to comply with the aforementioned time limit allows the interested party to apply to the general manager of the Department of Crafts, Commerce, Promotion, Sport and Tourism to urge the conclusion of the procedure.
