Grants for professional and top league sport (application)

It is a contribution in support of expenses relating to professional sporting activities recognised by CONI (football, cycling, boxing, golf, motorcycling, basketball) or of a non-professional nature if participating in the national top division championships.

The following expenses are eligible if they relate to the performance of the professional activity or of the top league referring to the sporting season in which the activity that is the subject of the grant takes place and which ends in the year following the year in which the application is submitted
(a) costs for sports technicians enrolled in professional registers and for the following sports workers: athletes, coaches, instructors, technical directors, athletic trainers, match directors
b) costs for services: reimbursements to sports volunteers; self-employment services; transport; accommodation and meals; competition execution; charges on receipts; competition fees; registration for competitions/championships;
c) general costs for sporting activities: training and retreats; health costs; purchase and rental of equipment; players' tryouts; costs for relations with local teams; accessory charges for player transfers.

The contribution is granted to the extent of 50% of the eligible expenditure and in any case within the limit of the operating loss, the operating deficit, any "de minimis" aid already granted in the previous three years and taking into account the resources made available.

The subsidy is provided for by Article 17 of Provincial Law 21 April 2016, no. 4 "Provincial Law on Sport 2016" while the activity of a professional nature is identified by Law 23 March 1981, no. 91 "Rules on relations between companies and professional sportsmen".

On the basis of the available resources, established annually by the Provincial Council, all the admitted applications are financed.

If the available resources are not sufficient to finance all the admitted applications in full, a proportional redetermination of the contribution will be made in respect of the applications for which the eligible contribution exceeds 20,000 euro and only for the part of the contribution exceeding that amount.

Sports associations and clubs, including those constituted in the form of joint-stock companies and limited liability companies, registered in the National Register of Amateur Sports Activities, which perform activities of a professional nature recognised by CONI.

Sports associations and clubs, registered in the National Register of Amateur Sports Activities, that carry out activities of a non-professional nature and participate in the national championships of the top division.

The application must be signed by the legal representative of the sports organisation.

The application must be submitted on the fillable form prepared by the administration and sent in static PDF or JPG format to the certified mailbox serv.turismo@pec.provincia.tn.it.

For contributions exceeding €150,000, the Office must acquire the anti-mafia information required by Articles 91 and 92 of Legislative Decree 159 of 6 September 2011 "Code of anti-mafia laws and prevention measures, as well as new provisions on anti-mafia documentation".

The grant is awarded in compliance with Commission Regulation (EU) No 2831/2023 of 13 December 2023 on the application of Articles 107 and 108 of the Treaty on the Functioning of the European Union to de minimis aid and provided that the sports organisation also carries out initiatives to promote and disseminate youth sports.

The new aid granted must not cause the beneficiaries concerned to exceed the ceiling of €300,000 in total funding over the previous three years, in compliance with Commission Regulation (EU) No 2831/2023 of 13 December 2023 on the application of Articles 107 and 108 of the Treaty on the Functioning of the European Union to de minimis aid.

1. Application completed in full, dated and signed.
2. Descriptive report of the planned professional or top-class sporting activity, dated and signed.
3. Programme of activities for the promotion and dissemination of sport that the club undertakes to implement, dated and signed.
4. Financial plan relating to the professional or top league activity envisaged, dated and signed.
5. Disclosure pursuant to Articles 13 and 14 of EU Regulation no. 679 of 2016, dated and signed.
6. Photocopy of an identity document of the applicant, if the application is signed with a handwritten signature on a scanned document and not in the presence of the employee in charge.

The application for a contribution must be submitted between 1 and 30 November of each year.

It must refer to the sporting season in which the activity that is the subject of the contribution takes place and that ends in the year following the year in which the application is submitted.
