Description
The following changes affecting roadside petrol stations must be notified to the Province
(a) the transfer of ownership of the installations;
(b) the disposal of the installations
(c) change of the name/company name of the proprietor company
d) any changes made to the installations that fall within the cases of:
-replacement of single or double dispensing columns with double or multiple dispensing columns and vice versa, for products already authorised;
-increase and decrease in the number of inlets, for products already authorised, excluding methane gas and LPG
-installation of credit card acceptors;
-change of destination of the inlets, for products already authorised, with the exclusion of methane gas and LPG;
-changing the destination of tanks from petrol to diesel and changing the mechanical connections;
-installation of post-payment self-service equipment, as well as pre-payment self-service equipment or extension of existing equipment to other already authorised products;
-installation of electric vehicle supply columns;
-changes in the quantities of lubricating oil or waste oil stored;
-transformation from manned to unmanned installation;
-any other change to the facility's oil equipment not expressly listed as partial refurbishment (i.e. cases of: upgrading with new fuels; depowering with the elimination of fuels; addition, replacement or elimination of one or more tanks; changes in the storage capacity of tanks or their positioning for products already authorised; changes in the use of tanks) or total refurbishment (i.e. the removal and simultaneous relocation within the same area or in contiguous areas of all tanks and other plant components, using the same equipment or installing new equipment).

The "Communication of change of name/company name" form must be submitted when the name and/or company name of the company owning the plant changes without changing the VAT Registration Number, otherwise the "Communication of transfer of ownership of the plant" form must be submitted.
Finally, it should be noted that in the case of decommissioning of plants, since dismantling must be carried out within one year from the date of decommissioning, in cases of serious and justified needs, an extension to dismantling may be requested for a maximum of six months by means of the form "Application for Extension of Dismantling Deadline".
Restrictions
Failure to dismantle the distribution system within the prescribed time limit is punishable by a fine of 1,000 to 6,000 euro.
A penalty of between EUR 100 and 600 shall be imposed on anyone who makes changes that do not constitute partial or total renovation in the absence of a notification.
Anyone who closes the fuel distribution facility without the required notification shall be liable to an administrative penalty of a sum of between EUR 50 and 300.
The operation of the installation in the absence of the notification of transfer of ownership is assimilated to the operation in the absence of authorisation and, therefore, is subject to an administrative sanction of between €5,000 and €30,000
