‘Crescita+Trentino’ aid for fixed investments – Provincial Law 6/2023

Aid granted to supportfixed investments in tangible or intangible assetsmade by undertakings and commenced after the date on which the application was submitted.
   

What is funded

It is possible to obtain a grant for investment projects relating to:

• thecreation of a new operational unit;
• the expansionof the production capacity of an existing operational unit;
• thediversification of production at an operational unit to produce goods or provide services not previously manufactured or supplied at that operational unit;
• asubstantial change to the overall production process of the product or products, or to the overall provision of the service or services affected by the investment in the operational unit;
• the acquisition of assets belonging to an operational unit.

Applications are assessed through an evaluation procedure.
   

Incentives

The incentive, calculated on the basis of eligible expenditure, is determined according to the size of the undertaking and is granted under the exemption/de minimis scheme as follows:

• under the exemption scheme pursuantto Commission Regulation (EU) No 651/2014 of 17 June 2014:
  • small enterprise: 20 per cent;
  • medium-sized enterprise: 10 per cent.
• under the de minimis scheme pursuant to Commission Regulation (EU) 2023/2831 of 13 December 2023:
  • large enterprise: 10 per cent;
  • the timber sector, the bread-making sector, and licence holders for the use of the ‘Porfido’ and ‘Pietre Trentine’ trademarks: 23 per cent, only if requested at the time of application; otherwise, the incentive is granted under the exemption scheme at the percentages set out above.

Please note!

• For applications with eligible expenditure exceeding 2.5 million euros, the incentive is reduced as set out in point 9, paragraph 2 of the specific provisions for ‘Crescita+Trentino’.
     
• Initiatives relating to the diversification of production or a substantial change in the production process or service provision which do not meet the eligibility criteria are nevertheless eligible for support, under the de minimis rules, if they enable the business to expand in size.
      

Expenditure limits

The following expenditure limits apply:

• minimum eligible expenditurelimit : more than 300,000 euros;
• maximum eligible expenditurelimit : none specified.

Investment initiatives with eligible expenditure of up to 300,000 euros may be eligible forsupport under the annual Trentino Growth Grant – Provincial Law 6/2023, provided they fall within the eligible categories.

Specific obligations are set out in the general provisions applicable to all initiatives and in the specific provisions governing individual “Crescita+Trentino” initiatives.

These include the following obligations:

• to complete the initiative;
• to ensure that the operational unit remains within the province and that the subsidised assets are not diverted from their intended use;
• employment-related obligations;
• economic and financial obligations.

Investment projects with eligible expenditure exceeding 2.5 million euros are also subject, for the purposes of granting the incentive, to the signing of an agreement between the Province and the company applying for the incentive. The agreement may set out further obligations and conditions.

Reporting

Projects eligible for the incentive must be completed by 31 December of the third year following the year in which the incentive was granted.

A report on the expenditure incurred for which the incentive was requested must be submitted within one year of the initiative’s completion date as specified in the grant decision.

Extensions to the deadlines for completion of the initiative and/or submission of the expenditure report may be granted, subject to the submission of a reasoned application to the assessing body.

Small, medium and large enterprises that meet the requirements and conditions set out in the specific provisions of the individual ‘Crescita+Trentino’ schemes or in the general provisions common to all schemes.

The eligibility requirements and conditions also include:

• being up to date with social security and welfare contributions, as evidenced by a valid DURC certificate on the relevant authorities’ portal;
• adopting, in relation to their employees, one ofthe contracts identified by the Provincial Executive in Resolution No. 1758 of 31 October 2024, as amended and supplemented;
• the taking out of insurance policies to cover damages as provided for in Article 1, paragraph 101 of Law No. 213 of 30 December 2023.
     

Applications may be submitted from 1 January to 31 December each year.

The application must be sent by the owner/legal representative or their authorised representative to the assessing body, the Provincial Agency for the Promotion of Economic Activities (APIAE), via certified email (PEC) to the following address: apiae.incentivi@pec.provincia.tn.it.

Each application must relate to a single initiative and a single operational unit. However, it is permitted to submit an application for multiple operational units if the initiative is carried out under the same planning permission and related amendments (or other documentation required by town planning legislation) or is carried out jointly.

Please note!

Please check the conditions for submitting applications set out in point 13 of the specific provisions for individual ‘Crescita+Trentino’ projects, in the case of investments to be carried out at an operational unit for which an application for an incentive under‘Environmental Aid – Provincial Law 6/2023’has been submitted.

The application for the incentive must be accompanied by specific documents relating to the investment initiative for which the incentive is being sought, the amount of expenditure and the types of expenditure.

The following must be attached tothe expenditurereport:

• a summary list of eligible expenditure incurred;
• specific technical documentation for each type of initiative;
• in the case of the purchase of a property and land, the duly registered deed of transfer of ownership and any valuation reports where required.

• Preliminary assessment: the preliminary assessment process begins on the day following the date on which the application is submitted.
  The grant decision is adopted within 90 days from the day following the date on which the application is submitted to the investigating body and, where the investigating body relies on an assessment by Trentino Sviluppo S.p.A., within 150 days from the day following the date on which the application is submitted.
  For investments subject to the signing of an agreement with the Province, the grant decision is adopted within 60 days from the date of signing the agreement.
     
• Payment: the incentive is paid by the assessing body following the submission of a report on the expenditure incurred by the company applying for the incentive and receipt of a declaration certifying compliance with the obligations and conditions to which the company is subject, which have now expired.
