Call for Intervention SRG06 LEADER implementation of local development strategies

The LEADER for the 2023-2027 programming period is framed in the intervention sheet SRG06 - LEADER - "implementation of local development strategies" of the CAP National Strategic Plan and of the Rural Development Complement of the Autonomous Province of Trento approved by the Provincial Council resolution no. 262 of 17/02/2023, on the basis of the provisions of Regulation (EU) no. 2021/1060 (art. 31-34) and of Regulation (EU) no. 2021/2115.

LEADER is managed by Local Action Groups (LAGs) and implemented through integrated and multi-sectoral local development strategies (Local Development Strategies - LDS), specifically designed on and for individual territories with homogeneous characteristics and needs, in response to the comparison with the different local actors and the real and peculiar needs that have emerged.

Intervention SRG06 is divided into two Sub-Interventions Sub-intervention A "Support to Local Development Strategies" divided into specific interventions and ordinary interventions and Sub-intervention B "Animation and management of Local Development Strategies", divided into two actions: Action B.1 "Management" and Action B.2 "Animation and Communication".

This call defines the modalities for the preparation, presentation and selection of the SSL proposals and of the LAG implementing the strategy presented.

The beneficiary is a public-private partnership, called a Local Action Group (LAG). The following are eligible to apply for this notice

- LAGs operating in the previous programming period;

- partnerships composed of public and private entities that either choose a lead partner for administrative and financial matters or come together in a legally constituted structure;

- new partnerships in the process of being formed, composed of public and private entities that either choose a lead partner for administrative and financial matters or come together in a legally constituted structure.

The call provides for the selection of only one LAG.

The application, digitally signed by the legal representative, together with a valid identity document, must be sent exclusively by PEC to the following address: serv.politichesvilupporurale@pec.provincia.tn.it by and no later than 24.00 hours on 20 November 2023, under penalty of inadmissibility of the application.

The application must be accompanied by the following documents

1. SSL, digitally signed by the Legal Representative of the LAG, drawn up according to the model in Annex 3 of the call for proposals;

2. a self-assessment form, by the applicant LAG, of the scores for the selection criteria, as set out in Annex 4 "Criteria for the selection of the LAG and the Local Development Strategy (SSL)", digitally signed by the Legal Representative of the LAG

3. in the case of a LAG already established

• copy of the deliberative act (of the Board of Directors or of the partnership assembly) authorising the LAG's Legal Representative to sign the application and accompanying documentation and approving the SSL presented
• deed of incorporation and statutes of the LAG
• a resolution of the Assembly of Members appointing the members of the LAG's decision-making body;
• the declaration of interest by the municipalities newly included in the geographical area to join the OSH.

4. in the case of LAGs being set up

• the delegation by the Partnership to the lead partner of the LEADER area to submit the membership application;
• the declaration by the Partnership to be constituted in a legal form legally recognised in accordance with the Civil Code and to assume legal personality within 1 month of the SSL selection notification and to send the deed of incorporation and statutes of the LAG within the same deadline.
