Description
The purpose of the first setting-up support measure is to grant support to young farmers up to the age of forty-one who are setting up for the first time on an agricultural holding as head of the holding, upon presentation of a business plan for the development of the agricultural activity. The aid consists of a lump-sum capital premium of Euro 40,000.00.
Restrictions
For all applications, the Agricultural Service verifies, by means of administrative checks and a possible visit to the farm in accordance with Regulation (EU) No 2021/2116 and the relevant implementing and delegated acts of the European Commission and the national implementing rules, the following requirements
- the implementation of the business plan
- the continued fulfilment of the eligibility conditions for the granting of aid set out in point 3.2;
- continuation of the scores awarded in the ranking according to the selection criteria set out in point 6.1 above in categories C (holdings set up from scratch), E (certification of the production method), G (prevailing technical and economic orientation of the farm);
- compliance with publicity obligations. In order to comply with the information and publicity obligations for operations supported by the EAFRD, the provisions of Regulation (EU) No 2022/129 and the provisions issued by the Managing Authority apply. The provisions on publicity and information obligations for each individual operation are available at https://www.provincia.tn.it/FEASR.
Before the final payment of the premium, on the balance payment applications, the APPAG Paying Agency shall carry out on-the-spot checks by sampling, in accordance with the relevant regulations in force.
For at least 10 years from the date the aid is granted, by determination of the Director of the Agricultural Service, each beneficiary must
- be head of holding
- be entered in the first section of the provincial register of agricultural undertakings
- operate as a farmer in the management of a holding with a size in terms of volume of work equal to 2080 hours of agricultural work per year per beneficiary manager in the management. The size is calculated on the basis of the contents of the farm file according to the time and income table.
These obligations are checked by means of ex post controls in accordance with the relevant regulations.
Sample checks will also be carried out, in accordance with the relevant regulations in force, on the declarations in lieu of affidavits and certifications.
